The "Masterstroke" document first appeared at voltairenet.org:

It had absolutely no provenance. It was presented as if it had posted by Admiral Tidd himself, which would be ridiculous. Normally such an article would have been presented by someone like an alternative journalist saying it came from a reliable source, or something like that.

The document has been circulating on myriad other peripheral sites for a year now, but no prominent site, MSM or otherwise, seems to have addressed it.

The Voltairenet site strikes me as the sort of thing Russian Intelligence might have set up to look like an independent site. Scrolling down the page, I see articles friendly to Russia and negative toward the West, such as:

Russian comment on developments in Venezuela

Joint Statement by Iran, Russia and Turkey on the International Meeting on Syria

So, while some of the statements in this document might resemble some aspects of the US strategy in Venezuela, I consider it by no means clear that a genuine document like this actually exists.
