There's no need to weaponize a hurricane if it's not necessary. I assure you, hurricanes can be made to churn at any intensity.

Sadly, the weaponized hurricanes are now needed, and the only way they can be avoided is with payments in the amounts of billions and trillions. When areas are terribly devastated they can no longer thrive and thus things begin to degenerate. Think, think think - put the pieces together.

Also, hurricanes can be made much larger and made to churn much faster than that seen in the Atlantic. When the need calls for them, it will be done. The aim of these hurricanes are to severely devastate based on actions of others.
