Hitler was the leader of the Nationalsozialistische Deutsche Arbeiterpartei (National Socialist German Workers' Party). There was no "Nazi" party.

This article is a very long and informative read, explaining in great detail how the party grew from nothing to become the dominant force in Germany.

Montagu Norman, who was the governor of the Bank of England for 24 years, was favorably disposed towards Germany, having spent some time there in his student years. He also had a dislike of both the Jews and the French. In addition, he did not agree with the Versailles "Treaty" which had been imposed on Germany at the end of WW1, the purpose of which was to cripple the German economy indefinitely. So he regarded lending money to Germany as a business deal with a country which he knew and liked, and which he thought deserved support. It's not necessary to read into this deal any ulterior motive of wishing to steer Germany into another war.
