Who would accept Chicago? Would it become its own city-state? Could Chicago end up a thousand times more corrupt? And if Chicago was brought into another state Would Chicago's corruption overtake the state that adopted it?

More precedent for creating districts.

The district of Columbia is an example of a functional reorganization. The objective of reorganization should not be destroying the cancer, necessarily, but isolating it from the Host. This is a cancer of large cities. If the largest of these can be politically isolated by making them federally managed districts, it will destroy their ability to harm rural industry. Their income is largely federal, since they are on relief.

Chicago should become a district as it is in receivership. The rule of law needs to be restored. Any similar cities in Illinois need also to become districts. The balance of Illinois may in fact be a conservative state.
