KEY JUDGMENTS

The United States and NATO allies regularly experience from Russia major cyber-attacks
penetrating government agencies and critical infrastructures for electric power,
telecommunications, transportation and other sectors vital to electronic civilization. These events
practice a new way of warfare, including EMP attacks, that could blackout North America and
NATO Europe, and win World War III at the speed of light.

Any nuclear weapon detonated in outer space, 30 kilometers or higher, will generate a high-altitude

electromagnetic pulse (HEMP) damaging all kinds of electronics, blacking-out electric grids and
collapsing other life-sustaining critical infrastructures. No blast, thermal, fallout or effects other
than HEMP are experienced in the atmosphere and on the ground.

Russian military doctrine, because HEMP attacks electronics, categorizes nuclear HEMP attack as
a dimension of Information Warfare, Electronic Warfare and Cyber Warfare, which are modes of
warfare operating within the electromagnetic spectrum.

Russia has “Super-EMP” weapons specialized for HEMP attack that potentially generate 100,000
volts/meter or higher, greatly exceeding the U.S. military hardening standard (50,000 volts/meter).

As a result of its HEMP nuclear tests, the Soviet Union, and today Russia, probably knows a lot
more about HEMP effects than the United States.

“Super-EMP is a…first-strike weapon,” according to Aleksey Vaschenko, who describes Russian
nuclear weapons specially designed to make extraordinarily powerful HEMP fields as Russia’s
means for defeating the United States.

Hypersonic vehicles are potentially a new avenue for surprise HEMP attack, flying at 50-100
kilometers altitude: the optimum height-of-burst for Super-EMP warheads.

Russia has the technical capability to clandestinely orbit a nuclear-armed satellite or satellites to
be maintained in orbit for years until needed to make a surprise HEMP attack.

Russia probably remains the world’s leader in Non-Nuclear EMP (NNEMP) weapons, also called
Radio-Frequency Weapons (RFWs). Marriage of NNEMP to drones or cruise missiles, equipped
with sensors to follow high-power electric lines and target control centers and transformers,
introduces a major new threat to national power grids.

As Russia categorizes HEMP attack as Information, Electronic or Cyber Warfare, Moscow’s
already very loose strictures for nuclear employment may not even apply to HEMP.

My comment: This high tech equipment is not fully understood by the militaries around the world. It appears it can be used as a preemptive attack system to facilitate a larger attack by an enemy nation. The electrical damage could be widespread in the area it is used and nearly wipeout electrical systems that are connected to national defenses.

It is unclear to me if this is a special electronic device that can focus this attack, or if it is a special nuclear bomb that knocks out the electronics.

With the apparent removal of Russian troops from the northern and eastern areas of Ukraine, it is unknown if this is to precede a total removal from Ukraine or simply a redeployment to the eastern zones.
But it is obvious the US and Nato are spooked by the activity and are warning people to be out of Ukraine and Russian territory.
There are several dangers developing that the west is concerned about and most of them are not being discussed publically. My guess is the government officials are trying to avoid a panic in the masses.

Since Russia has thrown down the gauntlet with demanding payments in rubles for gas and oil, the approaching collapse of businesses and lack of fuel for homes and buildings of all types is approaching in a matter of 7 days, and could cause major disruptions in European society.

It is possible the west has a counter plan to neutralize Russian power. That counter plan would have to be sizable, historic, deadly and widespread against Russia. It is difficult to imagine the west acquiescing to Russia's demands at this point.

Since Russia knows what the counter options would be against their nation, they are in turn developing their own counter move to the west's counter move. Each of those moves will be higher in magnitude than we have already seen in the past month or more.
Both sides at this time appear to be intractable in their stands. And, that is a recipe for disaster and WW3.

On the positive side, the peace talks are still on going and they made more progress in the past few days than all the other peace talks for weeks. It is possible a sudden announcement could be made that an agreement has been made, which would instantly stop the war against Ukraine and the 100% removal of all Russian troops would take place.
