Perhaps this is timed to give them deniability for not warning the public earlier about the risk - they may claim that the study results weren't in yet so they couldn't determine the risk. This could be a sign that they plan to be more public with admitting the risks this year and that they might be approving a new C19 vaccine that they will claim is safer.
