The only people panicking, are the control freaks and financial junkies, that are afraid of the population zeroing in on them, for their participation in corruption and abuse of the population at larger.

Meanwhile, red flag laws are quietly disarming the population in certain areas. This "virus" excuse may be running as cover for a red list type of operation. A purging operation, which could be for removal of political opponents, loud mouth fact based voices, truthers, conspiracy theorists, etc..
