I read the article and watched the video and I must say that it seems like nothing but confusion.

- The plug on the left is a standard North American power plug for feeding (120V 60Hz) electricity in.

- Electrical standards dictate that the colors used are white (neutral) and black (hot wire) for AC circuits. The colors red & black are usually only used in combination with DC not AC.

- The meters are standard AC power meters and appear for standard North American power, except they're made for 50 Hz which is European. The standards are 120V 60Hz in North America, 220V 50 Hz in most of Europe.

- Capacitors come in two varieties, polarized (electrolitical) when used with DC and non-polarized when used with AC.

- Since this contraption appears to be an AC circuit, the capacitors would NOT have a positive or negative.

- The second meter would show the AC load.

- I could not find a link to the mentioned second video which would show the working system.
