A historical precedent when a bill in Congress affects tens of thousands of people spread over a wide area of the country is to hold FIELD HEARINGS closer to where the people are to give them a chance to voice their concerns.
The Resources Committee leadership is deliberately violating this precedent in their attempt to RAILROAD CARA through the Committee and Congress in as secret a way as possible. They want to minimize the number of people who become aware of the GREAT CARA TREASURY ROBBERY. $45 billion over 15 years.
IT'S VITAL THAT YOU WRITE, CALL AND FAX YOUR CONGRESSMAN TO STRONGLY INSIST ON FIELD HEARINGS ON CARA (HR 701).
Representative Butch Otter (R-ID) is leading the effort to get Field Hearings for the Condemnation and Relocation Act (CARA). He's a Property Rights Hero. He sent around a letter that has already been signed by 21 Members of Congress asking Resources Committee Chairman Jim Hansen for FIELD HEARINGS.
This is a great victory.

You can expect a Mark-up in Committee (Vote) in mid-July. It is vital that the Mark-up be delayed until Field Hearings are held.

Dear Mr. Chairman:
We are aware that the Committee has scheduled a hearing on June 20, 2001 to review H.R. 701, the Conservation and Reinvestment Act. While we agree that the hearing on this legislation is appropriate, we are concerned that a single hearing in Washington, D.C. will not provide sufficient opportunity for our constituents to express their views about the impacts of this legislation.
As you know, CARA has attracted significant opposition from property owners, ranchers, farmers, and others who are concerned that federal acquisition of more lands in many states will significantly and adversely affect their livelihoods.
We respectfully request that any mark-up of this legislation be postponed until field hearings can be scheduled--preferably at least three--in western states. Granting the people of the West--your constituents and ours--field hearings on legislation of this magnitude would ensure that their concerns are adequately heard by this Congress.
We appreciate your leadership as Chairman of the Resources Committee to ensure that the freedoms and constitutional rights of all citizens of the United States are protected, and we look forward to continue working with you on important legislation as the 107th Congress moves through the legislative process.
