IRS is ready to concede

WASHINGTON (AFD) - The IRS hoisted the white flag today atop its
IRS Headquarters in DC. After many years in the collection
business the IRS admits it can no longer keep up with the demands
that Congress has placed upon them. Voluntary compliance that our
tax system relies upon has dropped off significantly. The
startling announcement came today as fear spread throughout the

service, that unless compliance goes up this year and next it
will signal the end of a long run for the agency. "Many workers
here have already begun placing applications with other civil
service agencies," said one director. "The rush is on to secure a
spot elsewhere before Congress defuncts IRS operations. Many
current IRS employees believe they will never be able to get a
fair shake in the private sector, which is why they are looking
back to government for work."

"The forecast this year for returns from the public is not good"
an unidentified service spokesman said. "People are just saying
'no' to their taxes this year. We have no idea why. It could be
that Americans have no real money left since our financial
records provided to us by another department within the Treasury
called FinCEN indicate that many Americans ran up credit cards to
'charge' into the stock market at its height. Many now find
themselves with worthless portfolios, and plenty of debt. We here
at the IRS have been trying to make things easier for taxpayers
by allowing them to file their taxes electronically, and even use
their credit cards to pay, but it appears everyone is just
'maxed-out'."

Congress has again taken up the idea to pass a National Retail
Sales Tax (NRST) or Value Added Tax (VAT) to maintain fairness in
the tax system. The Congress has also proposed plans to scrap the
code by 2004. "The idea for future taxation would be that people
would be taxed equally and uniformly on everything they buy
through a mechanism know as point-of-sale transaction," one
senior official said. "This is the most favorable way of tracing
purchases and sales for proper tax credit. We would allow people
a tax credit on certain items of necessity such as toilet paper
and mouth wash. A taxpayer may need to complete a simple year end
adjusted benefits statement (BS) for this rebate however.
Congress is expected to provide detailed plans on managing this
new tax program so to maintain an equitable balance of living
cost adjustments to the government welfare and benefit plans as
provided by Social Security."

The IRS hopes to hold on to many of its agents as long as
possible before the switch in tax systems so they can make the
transition to the new Department of American Monetary Networks or
DAMN for short.
