Request for Proposal (RFP)
DIRECTED TO: Jet Aircraft Owners
SERVICES REQUIRED: Short-notice, high-speed, aerial interception of other aircraft for identification, videotaping and possible aerial collection of substances being released over population centers by such aircraft .
Background:
For several years, citizens in the southwestern and midwestern United States have reported high-altitude over-flights of large aircraft which appear to be spraying huge plumes of chemical or biological substances over civilian population centers. These releases mimic condensation trails (contrails), and may, in fact, be nothing more. However, recent photos, videotapes and data from ground samples seem to indicate these contrails are actually substances containing some type of biological agent. See photos below. Governments at the local, state and federal levels have all denied knowledge of any such activities. As such, we figure they won't mind if WE investigate!
Details:
We intend to investigate this matter by hiring and deploying high speed, private, jet aircraft with experienced flight crews, into areas of the southwestern US. where such over flights have become regular.
Jets involved in this project will be pre-positioned and ready to take flight on just a few minutes notice. Upon notice, jets will takeoff and conduct high-speed, straight-line-intercepts of the suspicious aircraft reported by ground observers to be releasing chemical contrails.
Upon interception, such suspected aircraft shall be subjected to electronic (video) scrutiny in flight, from all sides and angles, at extremely close range. Video images shall be conveyed in real-time, via encrypted radio, to ground units for analysis and dissemination. This will aid in the identification of the aircraft and establish factually whether the trails being seen from the ground are chemical releases or merely condensation trails.
In the event that chemical releases are being made from such suspicious aircraft, you will be asked to equip your jet with air-sampling-gear. This equipment will allow you to fly your aircraft directly into the chemical trail and acquire a sample of the substance being released, for analysis by ground laboratories.
PROPOSAL REQUIREMENTS:
Please provide the following:
1) Company Name, Address, Telephone & FAX numbers, Tax ID #
2) Type and quantity of aircraft you will make available for this project.
3). Current Aircraft License(s) and Flight Crew Licenses
4). Copy of current Insurance Certificate
5). Normal (home) Location of aircraft
6). Performance ability of aircraft: Speed, altitude, climbing, descending, turning, range etc.
7) Charges to have flight crew(s) continuously available from 0500-2100 local time 7 days per week
8) Charges for actually deploying the aircraft and using it as described above.
9). Other charges
10) Conditions under which you will and will not operate
11) Speed with which you guarantee the aircraft will be deployed (airborne) once notice has been given to you.
This Request for Proposal does not constitute a contract. Successful applicants will be provided with signed, original contracts including irrevocable letters of credit to guarantee payment of all charges incurred. Mail Your proposals to:
