THE BAD BLOOD REPORT
Hundreds of Canadian hemophiliacs are dead and more are dying from tainted blood received in the 1980's through a lucrative Arkansas prison blood program notorious for mismanagement.
Now, Canadians fighting for their lives have prompted an investigation that raises questions about the influence that then Governor Bill Clinton may have had in protecting the poorly-run program.
Health Management Associates (HMA) was a private company that initially collected the blood plasma of Arkansas prison inmates----and it was reportedly headed up by a close friend of Clinton.
Critics claim that HMA ran a multimillion dollar industry that knowingly sold the blood plasma of inmates infected with AIDS, hepatitis another diseases.
The Plasma was marketed all around the world. but in the 1980's much of it ended up in Canada where a Toronto company used it ot make a blood clotting product called Factor VIII. That product was then distributed by the Canadian Red Cross and eventually ended up in the bloodstreams of unsuspecting Canadians.
Consequently, more than 1000 Canadians are now expected to die from hepatitis C and HIV due to diseased blood received from the Arkansas prison program.
Canadian Michael McCarthy is dying from hepatitis C, which he contracted from the tainted prison blood, and he is leading a fight for justice for Canadian victims.
He charges, "Somebody in the United States decided that for me it was OK to get hepatits),....that it was (more) important to provide prisoners with some cigarette money and ( have ) millions of dollars left over to go in the coffers of the state of Arkansas."
In addition, two of McCarthy's uncles became infected from diseased Arkansas prison blood --- shipped to Canada from HMA -- and one of them has already died.
HMA's unsanitary medical practices also put the health of inmates at risk.
John Shock, a former inmate of Cummins State Prison in Arkansas, claims that he, like many other prisoners in the 1980's, donated blood so that he could earn a few dollars to spend at the prison canteen. He says HMA's blood safety tests were haphazard.
Shock recalls, "Sometimes they would let you go two or three weeks (without conducting blood tests). (Other times,) they'd be sticking you every time, testing you. Sometimes it would be two or three months before they'd test you again." As a result, Shock became infected with hepatitis C, which ruined his first liver.
In 1982, the Food and Drug Administration (FDA) cited HMA for malpractice. It also shut down the blood donor center at Cummins after plasma from the facility infected hemophiliacs in Canada with hepatitis B.
However, HMA circumvented repeated attempts to end the Cummins program by reopening under different names -- and tainted plasma continued to be collected from Arkansas inmates and sold in Canada and elsewhere until 1994.
As governor during most of those years, Clinton allegedly allowed the contract for the prison plasma program to be renewed despite warnings that it should be rejected. Many dying Canadians and other critics say that as then governor of Arkansas, Clinton had to know about the tainted prison blood and should be held legally responsible for allowing it to be sold to the public.
Speaking on behalf of President Clinton, the White House dismisses allegations that Clinton knew about the tainted blood during his term as governor. It also denied that Clinton's friendship with the head of HMA influenced his decision to allow the facility to remain open.
However, there is evidence that during Clinton's first term as president, the White House was tracking information related to this blood scandal. The person believed to be in charge of tracking is the late Deputy White House Counsel Vince Foster. ================= The article goes on for several more pages.
