Every sheep in Britain will be slaughtered if just one is diagnosed with BSE under a "Doomsday plan" to be published by the Government next month.

The Food Standards Agency report, which will further depress farmers, has been drawn up over the past few months amid fears that "mad cow disease" will spread to sheep. Although no sheep in Britain has been diagnosed with the disease, laboratory tests show that it is a danger.

The concerns of scientists have been reinforced because BSE could be mistaken for scrapie, which has similar symptoms. The "national contingency plan", drawn up in case the experts' worst fears are realised, will call for the mass slaughter of all sheep if just one case is discovered.

The agency has told the Ministry of Agriculture, Fisheries and Food that if even the first signs of BSE are discovered, it would have no option but to issue an immediate warning to shoppers to steer clear of lamb or any other sheep meat. Taxpayers would pick up a bill for billions of pounds in compensation because ministers would be forced to reimburse farmers for the loss of 40 million sheep.

A senior Government official told The Sunday Telegraph: "If it is found that BSE has spread to sheep, then consumer confidence would immediately collapse and we would have to pay compensation for the slaughter of the entire national flock." The Agriculture Ministry agreed to draw up the plan after it was discovered that sheep could be infected with BSE as easily as cattle.

A department official said that tests had shown sheep needed to eat relatively small amounts of BSE-infected feed to contract the deadly disease. A spokesman for the National Farmers' Union said: "There is no evidence of BSE in sheep. The total eradication of sheep is just one option that is likely to be in the contingency plan."

The German government insisted that it was doing everything possible to avert the threat of an EU-wide ban on its beef exports following the discovery in Britain of a fifth consignment of German beef containing banned spinal cord remnants, writes Tony Paterson in Berlin.
