europe is going to chance its face dramatically with the following events to happen:
european summit in nice-france
will decide if to accept twelve other countries (former communist countries) starting from the year 2003! and with which procedures and conditions. if these countries will be accepted the centrum of europe will be berlin - germany. the actual ax berlin - paris will be weakened.
for obvious reasons france is opposing, fearing it will loose its influence in europe. the french president jacques chirac, somewhat weakened by alleged briberies of his party rpr during his time as mayor of paris, tried to convince the acutal members of the european community to slow down the process.
with the entry of the new members the european commission (the government) needs some changes as:
a) the veto right of the old members will be cancelled, all decisions will have legal effect with an absolute majority of the commissioners. the little countrie's influence will vanish.
b) poland, for example, will be in the same position as germany, italy, france and spain concerning the right to put members in the commission (government). the little countries would have much difficulties to put own people.
c) to govern this european giant the national laws, regulations must be harmonised quicker than foreseen. this means more national sovereignity must be substituted to the commission. some countries foresee in such cases the consens of the voters.
d) the taxlaws must be harmonised, luxemburg would suffer very much, with the introduction of an harmonised withold tax, to prevent tax evasion. this proposal is already on the table. to have full effect, also switzerland, not member, must accept it, otherwise all european tax evaders will pump money into switzerland.
e) as all countries dispose of secret services, also the ec would have to create an own intelligence service. to see how loyal the agents are really to the commission.
f) the european citizen has no idea what all this means. our leaders have forgotten to create a constant and neutral information system of the united states of europe for the citizen. according to a poll half of the adults don't know how to change their national currency into euros and vice versa. only ten percent know more or less the names of the commissioners, our governors!
e) an european police will be created. imagine, german police officers go to madrid and arrest a spanish citizen. (we remember well....)
f) an european army is already decided and should start its acitivity in 2003.
g) the european currency, until now only book money, will be distributed during the year 2002.
h) how about the common foreign policy, how about to draft the new relations with the rest of the world, espcially with usa and russia? will it be possible to leave national egoism beside? how will effect the new foreign policy old historical pacts, old but still valid bilateral or multinational agreements, rights, duties, etc.?
i) nobody has answered the question which language/s shall be the official one/s in the future.
the whole complexe provoques more questions as answers and at the end babylon has been realised and now body knows who, where and why. nice perspectives. but all our leaders promise a prosperous future and simultaniousely threat that the euro will weaken if we would slow down or even go back. for sure if europe will accept the new countries it should rather to consider to copy the system of the swiss confederation and or usa confederation (called by the way sister republics) to grant also the little countries the influence they deserve. otherwise the united states of europe will only be a very costly illusion. l'europe, c'est la suisse (j.j. rousseau)
not enough
switzerland
the counsel of the ministers (central government) of the neutral switzerland will submit this friday to both chambers of the parliament the request to negociate the membership with the united nations. (untill now switzerland is only an observer, even if they particpate in some missions of the un)
the swiss people have this already denied in a public vote ten years ago. but perhaps this time they will accept. the opposition fears that the neutrality of switzerland could be abolished with armed missions of the un and with sanctions against other countries.
sweden
the social democratic prime minister of the neutral sweden, plans to submit to his party the proposal, sweden should give up its neutrality in case of war. if the party accept this proposal, the prime minister will submit it to the parliament.
according to the prime minister, sweden should remain neutral in peace times. sweden was last involved in a war 1813 against the troups of napoleon. (the sophistacted reader will notice the paradox of this policy.)
