Uncontested Parliament Vote Indicates
Kostunica Probably DIDN'T Win

On Tuesday night in the Bush-Gore Debate, Jim Lehrer asked: "Vice President
Gore, if President Milosevic of Yugoslavia refuses to accept the election
results and leave office, what action, if any, should the United States take
to get him out of there?"
Gore responded:
"Well, Milosevic has lost the election. His opponent, Kostunica, has won the
election. It's overwhelming. Milosevic's government refuses to release the
vote count..The people of Serbia have acted very bravely in kicking this guy
out of office. Now he is trying to not release the votes and then goes
straight to a so-called runoff election without even announcing the results
of the first vote."
This is simply not true and Al Gore surely knows he is not telling the
truth. Milosevic's government released the vote count, which was approved by
over 200 foreign poll watchers, on September 28th - within the legal
framework of the nation's election law and it was published not only in
Yugoslavia and announced on Yugoslavia's electronic media, but worldwide on
the Internet. (www.serbia-info.com) The votes were not counted by machine as
they are in America. They were counted by people opening ballots and making
tallies. With over 5 million votes, that is impossible to do within a few
hours of the polls closing.
Now, I'm not in a position to say whether the vote tally was accurate or
not. However, there were over 200 foreigners from 52 nations observing that
tally. They released a report published on October 1st which stated,
according to Belgrade media:
"Elections in FR Yugoslavia on September 24th were held according to legal
rules and went in best order, although these presidential, federal and local
elections were at the same time, foreign observers, who were in our country
during the elections.
"According to the statement which gives their joint opinion, many of the
observers said that the electoral process was equal or even better than
those held in their states.
"Those 210 foreign observers that monitored elections in FR Yugoslavia
included present and former parliamentarians, representatives of political
parties and organizations, as well as journalists, students and activists.
"They monitored electoral activities from rallies to the polling held on
September 24th and many of them had the opportunity to meet leaders of
different political parties and to be present at different presidential
campaigns.
"In an announcement, which the media received yesterday from an observer
from Canada, it is said that the marks given in the announcement are the
result of an observers`agreement, that the signing is in progress and that
observers from 23 countries have already signed the document"
The presidential election results, published on September 28, were as
follows:
According to the final results from 10,673 polling stations, from total of
7,249,831 registered voters, 5,053,428 voters or 69,7 percent voted. The
percentage of invalid ballots was 2,68.
The presidential candidates won the following number of votes:
Miodrag Vidojkovic 46,421 or 0.92 percent
Dr.Vojislav Kostunica 2,474,392 or 48.96 percent (DOS)
Slobodan Milosevic 1,951,761 or 38.62 percent (SPS)
Vojislav Mihailovic 146,585 or 2.90 percent
Tomislav Nikolic 292,759 or 5.,79 percent
On the basis of these results, the Federal Electoral Commission took note
that none of the candidates won the necessary majority of votes in the first
round and that a runoff presidential election will be held October 8th
according to the law.
Are all those observers from 52 nations lying? That's also possible, of
course. Not very probable, but possible. On the other side we have a
candidate backed by millions of American dollars who claims HE won. And the
same American media that supported Clinton's "humanitarian bombing" of
Yugoslavia because he claimed there was a "genocide" where "up to 100,000
Albanians" had been killed by the Serbs, of course is not reporting ANYTHING
the foreign poll watchers said. All they are writing about is how Kostunica
says HE won. So, if he won, where are the figures and where are the
independent observers to ratify those figures?
It should be obvious to all by now that there WAS no genocide in Kosovo.
Again, pathologists from scores of nations combed the cemeteries of Kosovo
looking for those genocide victims. So far, only about 2300 corpses have
been found - not 100,000 - and many of those corpses are turning out to be
kidnapped Serbs buried in mass graves since NATO has been occupying Kosovo.
So, the Western media isn't exactly a shining example of accurate reporting
where Yugoslavia is concerned.
However, there is another vote, totally ignored by the West, which can give
us a clue on who's lying and who isn't. There also was a parliamentary
election. Apparently, the Kostunica group is not questioning those results.
Yet, they seem to closely match the percentages given by the Election
Commission for each of the six political parties that fielded a presidential
candidate. It is obvious that Kostunica's party did NOT win over 50% of the
seats in parliament. Tanjug reported, four days after the election:
BELGRADE, September 28 - The Yugoslav Federal Electoral Commission held a
session today at which it published final parliamentary poll results for the
seats in the Chamber of Citizens of the Federal Parliament and for the seats
in the Chamber of Republic of the Federal Parliament in the year 2000, the
Federal Parliament statement reported.
The seats in the Chamber of Citizens (comparable to our House of
Representatives) are thus distributed:
- Democratic Opposition of Serbia (DOS) - 55 seats (Kostunica's party)
- Socialist Party of Serbia (SPS) - Yugoslav Left JUL - Slobodan Milosevic -
46 seats
- Serbian Radical Party (SRS) - Vojislav Seselj - 4 seats
- Socialist People's Party (SNP) of Montenegro - Momir Bulatovic - 28 seats
- Alliance for Peace - Sokol Chuse - 1 seat
- Party of Serbian Unity - Borislav Pelevic - 1 seat
- Serbian People's Party - Zelidrag Nikcevic - 2 seats.
This indicates that Kostunica will have 55 seats in parliament and Milosevic
and other Socialist parties will have 80. The minor parties will have 8
seats. When the Constitution was changed recently in Yugoslavia to have the
president elected nationally by the people, instead of being chosen by the
winning political parties, it also required that there be a clear 50+1
majority for the president, calling for a run off to determine that majority
if there was no majority in the first round.
The seats in the Chamber of Republic (comparable to our Senate) are thus
distributed: In the Yugoslav republic of Serbia:
- Democratic Opposition of Serbia (DOS) - 10 seats
- Serbian Radical Party (SRS) - Vojislav Seselj - 2 seats
- Socialist Party of Serbia (SPS) - Yugoslav Left JUL - Slobodan Milosevic -
7 seats
-Serbian Renewal Movement (SPO) - Vuk Draskovic - 1 seat.
In the Yugoslav republic of Montenegro:
- Socialist People's Party (SNP) of Montenegro - Momir Bulatovic - 19 seats
- Serbian People's Party - Bozidar Bojovic - 1 seat.
These results clearly show that a run-off election could very well go to
Milosevic, since the various wings of the Socialist parties together will
control the Parlliament and the various wings of the Socialist party will
probably vote in the run-off for Milosevic.
It appears that Gore's "other means" to oust Milosevic include fomenting and
financing trouble. This could very well lead to a shooting war in which
Americans get killed. In fact, as Gavin Grooms, publisher of the Reagan
Monitor noted, "Al Gore is advocating an illegal coup d'etat funded by the
U.S. government. That is not something our country should become involved
in."
This obviously explains why there is so much Western sponsored and financed
protest going on to try to oust Milosevic before the run-off which takes
place Sunday.
Last night not only did Gore lie about the election, but strongly hinted
more military action if Milosevic does not give in to the demonstrators who
are receiving, according to sources in Bulgaria and even the New York times,
lots of your tax money to sway the votes in the Yugoslav election. Gore said
in response to Lehrer's question:
"Now, we have to take measured steps because the sentiment within Serbia is,
for understandable reasons, still against the United States because their
nationalism has led -even if they don't like Milosevic, they still have some
feeling lingering from NATO action there, so be have to be intelligent in
the way we go about it.
"But make no mistake about it, we should do everything we can to see that
the will of the Serbian people, expressed in this extraordinary election, is
done, and I hope that he will be out of office very shortly."
It is an open secret in Europe that the U.S. government is helping to foment
the demonstrations and the violence now occurring in Yugoslavia. On Sept.
20, even Steven Erlanger of the New York Times reported:
"Independent journalists and broadcasters here have been told by American
aid officials "not to worry about how much they're spending now," that
plenty more is in the pipeline, said one knowledgeable aid worker. Others in
the opposition complain that the Americans are clumsy, sending e-mails from
"state.gov" - the State Department's address - summoning people to impolitic
meetings with American officials in Budapest, Montenegro or Dubrovnik,
Croatia."
Should your tax dollars be used to help plan the disruption of an election
in another country? Apparently Al Gore thinks so, especially if it will
continue to cover-up the Cinton-Gore administration lies about needing to
bomb Yugoslavia because of a "genocide."
George W. Bush also addressed the question asked by Lehrer. He said:
"It's time for the man (Milosevic) to go, and it means that the United
States must have a strong diplomatic hand with our friends in NATO."
However, instead of suggesting US action, Bush opted to allow "the Russians
to step up and lead" He said clearly, "But let me say this to you. I
wouldn't use force. I wouldn't use force."
Gore responded with a clear threat to use force again in Yugoslavia:
"Just because we can't - don't want to get involved everywhere doesn't mean
we should back off anywhere it comes up. And I disagree with the - with the
proposal that maybe only when oil supplies are at stake, then our national
security is at risk. I think that -that there are situations, like in
Bosnia -or Kosovo, where there's a genocide, where our national security is
at stake there."
Only, there WAS no genocide. There was a civil war in which many people on
both sides got killed. At this count, when the deaths from the NATO bombing
are factored in, it appears more Serbs, Gypsies, and other ethnic groups
were killed than Albanians. The genocide story apparently was launched to
get another story off the headlines in March of 1999 - the story that Bill
Clinton, while attorney general of Arkansas, raped Juanita Broaddrick. It
was a success. We haven't seen any meaningful discussion since the NATO
bombing of that rape story.
And what is being done in your good name, my fellow Americans, to cover- up
the cover-up? What suffering has been caused in your name? Jared Israel, who
has some of the best journalistic sources on what is happening in Yugoslavia
that I've seen asks plaintively in a recent article

"What has the government of my country done to this world? What a spectacle,
that this Washington, which bombed the good people of Yugoslavia, that
blocks medicine from entering that country, that blocks Yugoslavia from
importing spare parts to fix the bridges and hospitals the US bombed last
year; that has put racist gangsters in charge of Kosovo - what a spectacle
that this Washington now tries to bribe and coerce its way into controlling
Yugoslavia. And once in control, what would Washington do to the Yugoslav
people, who have been resisting Washington for ten years? Kosovo is the US
government's model.
"Washington, with its 'democratic' this and its 'independent' that, and all
the time they want to buy people, especially young people, corrupt them with
the lure of gold. "When, and it will happen, the decent people of America
learn that they have been lied to, when they learn what crimes are being
committed in their name, may God help the U.S. State Department."
