Perhaps there is another explanation which is obvious, and possibly just as ominous.

A few years back, I ran a forum on Mind Control and Directed Energy on the GEnie BBS. One of the people I had discussions with was named Col. Dooling. Even though the Navy has Captains, not Colonels, Dooling ran a project for the Navy called Empress II. This was an elecromagnetic pulse ship the Navy had develpoped to disable electronics on enemy vessels.

In a world still run by control freaks, if a poison were developed that was this toxic, somebody would also develop an antedote. Perhaps those pipes are for static discharge, and the CIA wants to keep that technology secret.

But then, maybe you are right and I'm a wrong, let's digest all of the food for thought.

Also, does everybody watch the "Sightings" disinformation show? One of the last spooks they ran at me said she did "remote viewing" with a regular on that show. She had a real weird attude about LSD, and brought nasty ticks to our homes before breaking my friend's neck in three places.
