The Prime Minister has forwarded to me your e-mail of February 10, 2000, forwarding articles concerning the Kosovo conflict.

Canada's preference, and that of all NATO Allies, was always for a diplomatic solution to the crisis in Kosovo. From the beginning of the crisis, Canada and the international community took an active role in numerous diplomatic attempts to encourage the Yugoslav government to resolve the Kosovo issue peacefully. The United Nations Security Council, acting under Chapter VII of the UN Charter, issued crucial resolutions that identified the conflict as a threat to peace and security in the region. However, all these efforts failed to encourage President Milosevic to negotiate a peaceful resolution. The Yugoslav regime relentlessly continued its campaign of terror against and deportation of civilians. In the face of such intransigence and lack of good faith NATO, with strong support from the international community, was compelled to act. The international community could not allow Milosevic's aggression to go unchecked, particularly as a humanitarian disaster unfolded and an entire region was destabilized.

In a letter to Chinese President Jiang Zemin on May 8, 1999, the Prime Minister expressed his regret about the accidental bombing by NATO of the Chinese Embassy in Belgrade. I met with the Chinese Ambassador on the same date to express my regret.

As I said at the G-8 meeting in Cologne, at the core of Kosovo was a recognition that the human security agenda is an effort to construct a global society in which the safety of people is an international priority and a motivating force for international action; where international humanitarian standards and the rule of law are advanced and woven into a coherent web protecting the individual; where those who violate these standards are held fully accountable; and where our global, regional and bilateral institutions are designed and equipped to enhance and enforce these standards.

Prior to and throughout the NATO air campaign Canada continued to press for the Kosovo crisis to be dealt with by the Security Council. As a member of the Council, Canada played an important role in drafting Resolution 1244, which was adopted by the Security Council on June 10, 1999. This Resolution ultimately brought an end to the crisis and established a central peacebuilding role for the United Nations. Resolution 1244 is a major step toward creating a lasting peace in Kosovo. It contains provisions for the resumption of dialogue aimed at a long-term political settlement on the status of Kosovo, with significant autonomy within Yugoslavia. It calls on the international community to contribute to reconstruction efforts. The Resolution has created the conditions for the safe return home of those forced to flee the campaign of violence and deportation of the Milosevic regime. It authorized the establishment of the United Nations Interim Administration in Kosovo (UNMIK) and security (KFOR) presences to oversee and implement the peace process. The Canadian KFOR contingent is making a significant contribution to this effort.

On November 17, 1999, I visited Kosovo to show Canada's strong support for Canadian citizens, other members of the international community and the people of Kosovo, who are engaged in the challenging task of building a sustainable peace. While in Kosovo, I inaugurated the Canadian Government Office in Pristina. This office will play an important liaison role and will ensure the efficiency and effectiveness of Canada's new peacebuilding initiatives. Canada is committed to a unified, democratic and multi-ethnic Kosovo. We remain concerned about acts of violence in Kosovo, and strongly condemn the continuing attacks against innocent people. 'Dear Mr. Axworthy -

I appreciate you taking your time to write to the common, global citizen such as myself (1).

As for qualifications, I have none. I have nary a publication on foreign affairs nor do I have a Internet web site with sponsors.

But, I do have many questions about globalization.

Mr. Axworthy -

What do you define as a global citizen?

What, in your opinion, can the global citizen hope to achieve in his' or her's lifetime?

In my opinion, a global citizen is one who can freely access any nation of the world without money expended for his' or her's security; without a threat of violence to his' or her's life.

It is my contention that there must be a global citizenry if there is to be a global democracy and the only way to achieve this is through an expanded peace process; a peace process which replaces "war" and "non war" which are terms that former Speaker of the House Newt Gingrich used recently to describe the status of the Middle East conflict.

Mr. Axworthy -

The Wye Accords between Israel and the PLO with the US as mediator was, in my opinion, a hopeful sign of what you aptly describe as a "peacebuilding" (1) process within a global democracy - a peace process that was somewhat accessible to the global citizenry.

The process of mediation started a week in advance with Secretary of State Madeleine Albright's visit to both sides - with the achievement of getting Israeli PM Netanyahu onto PLO soil for the first time to meet Yassar Arafat for lunch.

In my opinion, the symbolism inherent here is even in context with the Book of Ezekiel - the condemnation of Israel by the Arabs over land rights. So, Secretary of State Albright seized the moment to find common ground - a nonverbal agreement, as my interpretation, that Israel will listen to the PLO's position on land rights and that the PLO will temper their language away from condemnation.

Then, the Wye Accords were moved to the US with closed door sessions but press conferences are allowed and some further symbolism could be observed by the global citizenry. I observed from media reports, for example, that Ariel Sharon snubbed Yasser Arafat and shook hands with Mahmoud Abbas (aka Abu Mazen) first - suggesting what rumor has fomented - that Abbas (aka Mazen) is the probable successor to Arafat.

Nothing like this existed for the Rambuoillet Accords in Europe - the peace process surrounding the war in Kosovo. Secretary of State Albright actually referred to this process as the worst experience that she has been through.

In brief, the Rambuoillet Accords were formed by a secret "Contact Group" with unnamed, as far as I know, representatives from six countries and, in my assessment, these Accords were basically shoved down Milosevic's throat - as an ultimatum. As far as I know, Serbs and Albanians never saw the Rambuoillet Accord's directives until April, 1999, I think, when they were finally posted on the Internet.

Of the Rambuoillet Accords, a Reuter's news report said: "Albright told friends the Rambouillet negotiations were the worst experience she had ever been through, according to the magazine. ``She is so stung by what happened. She's angry at everyone -- the Serbs, the Albanians and NATO,'' a close associate was quoted as saying."

Mr. Axworthy -

As a global citizen, I simply ask - if war can be elaborated on then why can't the peace process be elaborated on as well?

As a global citizen, I call for discussion of an exemplary process within a global democracy whose precedent is peace making by mediation and whose drivers are love and compassion.

Money is disproportionately spent on war efforts versus peace efforts - the latter is much higher in terms of personnel and investment which is what a war industry is.

The peace process in Kosovo appears to have been driven via America by one diplomat - Bilderberg Society member - Richard Holbrooke - who, as revealed by the Washington Post, was a diplomat paid part-time by our government.

Please, if two countries are even remotely interested in peace, let's mediate with more cultural diversity.

Might not we celebrate this choice of peace with cultural exchanges that represent, for example, the arts; the sciences; entertainment; the economies; sports etc. - any number of cultural exchanges which would find common interests and listening in a forum without violence to what others find meaningful without interruption?

As a hypothetical, might not we send a planeload of diplomats over to Kosovo to mediate a variety of cultural exchanges between Serbs and Albanians?

Mr. Axworthy -

Please, give this appeal some consideration:

'Global Citizens:

The title of this proposed peace process amongst nations shall be a simple, proactive, ideology:

replace acts of violence with acts of kindness as if kindness was meant to be.

The proposal herein is that the appeal of a lasting peace process is the way to a better life for all humanity. The proposal herein is that, in reality, we are all dying beings as a matter of the law of entropy and violence merely drives death forward; that violence drives death forward is a common knowledge of nations

That life is a forward effort is also a common knowledge of nations but it is the value of life that brings meaning to all of our lives; it is the effort put into love and compassion that drives life forward and enhances life's meaning for all of us.

The proposal herein is that love and compassion drive this lasting peace accord; this accord proposed here as a lasting peace of nations. The proposal herein suggests that love and compassion within nations be expanded inward as a healer of individual cultures and then outward to other cultures as a celebration of what we all have in common - food; medicine; entertainment; economy; arts; ecology..etc

In the end, kindness is all that matters - love and compassion are the drivers for the unification of all nations. My appeal is for an implementation of truth in greater detail amongst united nations - that truth will be found as a process of a lasting peace that really does, as this proposal suggests:

replace acts of violence with acts of kindness as if kindness was meant to be.'

Theories suggested that hidden mines or even the control of the telecommunications industry were the true reasons for intervention." (1 - STRATFOR.COM Weekly Global Intelligence; Update 7 February 2000; "Kosovo: The United States Looking for an Exit")   My elaboration on this was that the "hidden mines" were specifically the Trepca Mines - that the conflict was based on an 'economic cleansing' as well as an 'ethnic cleansing' - and that the US toke the opportunity to bomb the Chinese Embassy as a warning and demonstration to the Chinese of our air/targetting capabities and also for the US to get a ambassador to China with a military background - Admiral Joseph Prueher.   I would suggest, at this time. a new, serious conflict in Kosovo in the summer, 2000 - a conflict without much US intervention - a conflict which involves NATO ground troops supported by Osama bin Laden-financed KLA and possibly involving limited, nuclear strikes.   My guess is that William Cohen is acting on behalf of the NWO - an extended secret policy of the Bilderberg Club - and that the conditions he advocates in Kosovo must be debated and stopped immediately if my guesses are correct.   Philip Henika
