Rossotti. Rossotti Agrees to Basic Terms: Public
Meeting and Video Recordings.

Terms and conditions for the tax conference, which was
officially requested by Congressman Roscoe Bartlett (R-MD)
Tuesday via a formal Congressional Inquiry, were put on the
table and debated today.

IRS Director of Congressional Affairs, Floyd Williams and
Department of Justice Director of Congressional Affairs met
repeatedly in Rep. Bartlett's offices with Bartlett and Bob Schulz today.

Bartlett had a number of phone conversations with
Commissioner Rossotti during the day. In the end, Rossotti
agreed with the appropriateness of public access and the
recording of the proceedings.

Schulz said Bartlett was clearly championing the need for
media/public access and the need to record the historic
conference. Schulz attributing Bartlett, "This is a public matter. It is of great interest and great importance."

Basic terms and conditions include: the need for an official
written agreement; meeting location; times & dates; some
limitations on public/media access and modes of acceptable
recording, etc.

Also agreed upon was the advance submission of high level
"starting" questions from the tax researchers and the
identification of the participating researchers.

It is expected that the written commitments of both the IRS and
Department of Justice will be signed by Attorney General John
Ashcroft and IRS Commissioner Charles Rossotti.

The meetings are tentatively scheduled for September 18th and
19th at the National Press Club in Washington, D.C.

Schulz was guardedly encouraged by the events of today and
expressed his desire to return to the National Press Club where
his quest for the truth began almost three years ago. "These
questions have gone unanswered for decades. Here is the
government's chance to silence their critics. Their answers to the People are long overdue."

Schulz concluded with this, attributed to Representative
Bartlett, "This man will not die on my watch."

for some financial help in paying for the National Press Club
meeting facilities, the associated costs of this historic
meeting (video/audio production, transportation, hotels,
catering, etc.). There are also significant, ongoing and
previously incurred costs of his and Roland's fast in
Washington. Expenses are estimated at several tens of
