This man is best known for the pedophile scandal that took place in the 70s at the Presidio Army Base in San Francisco.

This type of "mind control" was pioneered at the Tavistock Institute in London. This Institute was started by William Rockefeller who hired Sigmund Freud when he fled Austria prior to WW2.
The CIA/Mossad/MI6/ and other City of London "contractors" took the early discoveries made at Tavistock and contracted with various psychiatrists and psychologists all around the world to develop and perfect this technique to the extent that it could be used to control the world.
