The basis for that forecast is in the Mercury-Sun conjunction on November 8, as seen in the outer wheel below. It shows the Part of Fortune (black 'X' in a circle) conjunct Pluto a few minutes after Merc-Sun. (More on this below.) The inner wheel is for 5:14pm Philadelphia, July 4th, 1776.
In this thread several factors have been mentioned, in combination indicating that the present Merc retro episode is unusually important. The "Inferior Conjunction" (between Earth & Sun) on November 8 also adds significance. While Mercury orbits the Sun about four times per Earth Year, it moves across the solar disk from our perspective only once per eight years or so on average. New Moons provide a good analogy: They occur every month, but eclipse the Sun far less often.
The precise November 8 alignment suggests a greatly elevated "peak-effect" to be observed during this Retro, coming as a sharp "spike" of energy intensity brought into circulation through mass communication with Gemini Moon opposite Pluto early on the 8th (chart). Ten hours later the Moon is in early Cancer as Mercury transits the Sun, and subjectivity holds forth for the next couple days.
Because all of this plays out within the Tropical Sign of Scorpio, the November 8 "New Mercury Eclipse" merits the interpretation: STINGING REVELATIONS. You can see that the Merc-Sun conjunction occurs in the 11th House of America's birth chart (between Mars and Venus). Aquarius is the 11th Sign. Ergo, the spotlight is on human reaction/response during Cancer Moon over the few days to follow.
And within minutes, the Part of Fortune meets up with Pluto. This is a significant spotlight on the theme of "Evolutionary Turning Point" in connection with Pluto's "square" to the Moon's Nodes. On the 8th Pluto has moved only 73 arc-minutes beyond the exact 90-degree angle. Part of Fortune meeting Pluto in longitude within minutes of Merc-Sun suggests that Eternal Values can be observed taking form around the symbol for Pluto's degree, 26 Sagittarius:

Rudhyar's commentary: A flag symbolizes an organized collectivity of human beings, a nation or even a social class. In the old-fashioned type of battle, whoever carries the flag has to feel himself the representative of the integrity and unity of his group. His personal life and his welfare should therefore be totally submerged in and identified with the welfare of the "greater Whole" of which he carries the standard. In certain circumstances, every person can act as a conscious and responsible agent for mankind. In substance, the symbol asks: Are you ready to assume this role? [...] The flag bearer is unarmed, defenseless; yet he can be the rallying point for the total effort of a large collectivity. This is a symbol of CONSECRATION TO AN IDEAL.
And that seems to relate to the now-familiar phrase, DEAF TO ANY ALLUREMENTS, and in resonance with the developing theme of a particular task calling for completion for HARVEST '06...
