we see that according to a Corp US Congress Intel Report (as per a BBC article) the US lacks Intelligence... on Iran.
Meaning ( I suppose that is my own translation ) -- it has not enough "insight" into - or as to - what others (in this case Iran) might have in mind. In answer to this I then suggested one can read reports that were assembled by others who have the advantage to look around and to SEE.
One could imagine one would further the spiritual and technical education of those meant to have the intelligence. One could also think about availing oneself of the cultural knowledge of ancient and foreign cultures. This might imply to begin dialogue. enquiry. being curious, things of that nature.
It all means one would show interest and be forthcoming in dialogue with awareness and compassion, or use wisdom and kindness in approaching the culture one wants to learn about or know something from, etc. One can do a lot of things when the intention is a positive and peaceful one.

There used to be a time, long ago, even mentioned in the Bible, when spies had culture, spoke languages, were knowledgeable, understanding, kind, compassionate, and generally they had the attributes of gentleness. Gentle Men... that time is long gone, save for some ancient cultures which still thrive on these attributes. These cultures do not have a lack of "Intelligence".
By intelligence I mean the ability of being a SEER, to be capable to hear and to observe. To have good intelligence depends also a lot, in my opinion, on the intention of the one who is seeing and hearing and observing. It takes both focus and attention. Inherent to the attention is then also understanding, comprehension and ability to deduce intention.
If the intent is one of the violent mind, such as like how can I harm the other one, "it" (the gift of seeing intelligence) will not work. No matter how vast the budget of intelligence and how elaborate the technology to "gather" the intelligence. Have you ever thought how you can GATHER intelligence? Do you not first have to be intelligent to receive intelligence? Maybe. If the intent is in tune with Cosmos, the budget is zero and the ability is infinite. Let us see what is intelligence:
Is enlightenment (making oneself LIGHT as opposed to heavy) somewhat associated with intelligence? Able to read into things? Here is Immanuel Kant on Enlightenment:

KNOWLEDGE AND INTELLIGENCE
You are here to gather knowledge - historical, biological, linguistic, mathematical, scientific, geographical, and so on. Apart from the knowledge that you acquire here, there is collective knowledge, the knowledge of the race, of your grandfathers, of your past generations.
They all had a great many experiences, a great many things happened to them, and their collective experience has become knowledge. Then there is the knowledge of your own personal experiences, your own reactions, impressions, your own tendencies and inclinations, which have assumed their own peculiar forms.
So there is scientific, biological, mathematical, physical, geographical, historical knowledge; there is also the collective knowledge of the past which is the tradition of the community, the race; then there is the personal knowledge which you yourself have experienced. There are these three kinds of knowledge - scientific, collective, personal. Do they collectively make for intelligence?

The question of the US intelligence is -- I suppose -- what the intention of Iran and the rest of the world is. My answer is the intent of the rest of the world is to live in peace and be left alone.
