Records get lost or distroyed. People with knowledge die. Memories fade and are forgotten. Some expectations exceed common sense and reasonablity.

Chemicals tend to degrade over time. The longer the time the less effective the agent becomes.

Old ammunition is different then old chemicals. Chemicals tend to degrade and become unstable. Ammunition uses a solid projectal powered by a chemical reaction. Thus even Ammunition degrades over time, but is easily corrected.
