First of all, as you can see below, the Neuchatel website does comment as to the fact of amateur observation taking place there. However, it is not part of the official use of the Observatory. So whoever gigi managed to contact, may not have known anything about it.
It must be added that they say that serious astronomy has a disadvantage at this site because of the lights of the city. BUT, is it possible...just maybe that some quite enterprising, clearly independent, astrononmers have collaborated to do something quite out of character to traditional Science and play the role of bringing this important development to mankind? If this were true, we may have sent them back into hiding by reporting this here before it was 'time'.
