The last scene involves two dozen men identically dressed ala Magritte, in bowler hats and carrying multiple briefcases which they switch off as they move through a London art museum while under CCTV surveillance. In one of the briefcases is supposed to be a painting which Crown had putatively stolen and which he was attempting to return, but which had been in the museum all along, disguised as another painting.
It's called "misdirection."
Peter Power (a nom de guerre?) works for a consulting company called Visor, a device for "shielding the eyes."
Why such an exercise? To send detection teams looking for what was never there, while ignoring what was: four patsies with "buckram" packs, who believed they were engaged in an exercise, one different but the same?
Note that Power came forward. Who would do that without the conviction that there would be no consequences for playing whistleblower?
The message?: You are helpless. Do as we say or we repeat the exercise ad libitum.
The purpose?: Who knows? Ask the plotters. Bliar won't talk.

The trust that binds citizens of free societies together was violated last week when suspected Islamist terrorists set off a wave of bombs at the height of London's morning rush hour, killing at least 52 people and injuring 700.
The latest tragedy is the 17th bombing carried out by al-Qaeda's franchisees since the September 11 2001 attacks on the US. Its deft planning and execution indicates that al-Qaeda continues to function efficiently. For the perpetrators of London's attacks to escape the notice of the world's most formidable domestic counter-terrorism service underscores their resolve and cunning. Shopping centre bombings and attacks on global trade routes cannot be far behind....
