I would not add the 2+1 together getting 3. The reason I say this is, according to "Biblical Mathematics", How To Count The Bible by Ed Vallowe, 21 stands for the exceeding sinfulness of sin.
For example the Bible records 21 sins of the Israelites in the 40 year wilderness journey, not that there are only 21 sins one may commit and not to bash Israelites either.
He further states that 13 stands for depravity and rebellion and that 21 represents the fruit of that depravity.
He also states that in the New Testament in II Timothy 3:1-5, Paul states 21 evil things men will do in the last days:
1 This know also, that in the last days perilous times shall come. 2 For men shall be lovers of their own selves, covetous, boasters, proud, blasphemers, disobedient to parents, unthankful, unholy, 3 Without natural affection, trucebreakers, false accusers, incontinent, fierce, despisers of those that are good, 4 Traitors, heady, highminded, lovers of pleasures more than lovers of God; 5 Having a form of godliness, but denying the power thereof: from such turn away

Further in Matthew 23:2-33 there are 21 characteristics of a hypocrite.
Three times 21 is associated with the exceeding sinfulness of sin.
Today in London the fruits of depravity are manifested.
