Watch and OVERstand this, indeed sinister, agenda. By promoting more "direct democracy" - the exact opposite is gained. At least according to "their" plans...

...So the reluctance of the French to say "oui" to the EU constitution, which will impose a Neoconservative "market-based" economy on the new United States of Europe, represents a rational suspicion of Anglo-Saxon "principles" of market economics.
To become "more competitive" the French are being asked to surrender any protection whatsoever of their national economy (The Germans have already been brought to their knees, quite nearly ditto Japan), so that Eurocrats and their globalist backers can continue to build their financial Tower of Babel, if not up to the very heavens, at least right up to the borders of the Ponzi scheme called the Chinese miracle, and a One World Econo- er "Government", which will usher in debt slavery for every nominally human bipedal creature left on the Ol' Planet.
...- the strengthening of the regions becomes indeed a weakining of regional structures - as the local, "smaller" Government-structures are bound to fail in competition to the bigger national agendas - which are dependent further on the even bigger international structures.
So by "promoting" direct democracy and more "responsability of the citizens" on the outside - in reality the total opposite is gained:
The implementing of Neocon/mercantilistic philosophies into the smallest structures of the state which are we, the people ourselves.
Competition and fighting is promoted down towards the personal level as the "INDIVIDUAL ENTERPRISE" (watch the CAPS!!...) substitutes the individual itself. The result: Even more dependancy from the Global constructs (layed out in "The Lisbon Strategy", "HartzVI", "Agenda 2010", "Centrope", "Advocacy Coalition" by Paul Sabatier, etc...). The STRONGEST will always be those who call the most resources their own...
Poof goes the "We-The-People-Bubble"...
