To add to this excellent and informative post by LadyM, I will add a link to another bit of info on what is in essence Admiralty Law which is far different from the Constitutional Law we are suppose to be under. Under what is suppose to be our system of laws, you are innocient until the state proves you guilty. Under Admiralty Law,or the Law Merchant, the opposite is true, you are guilty until you prove yourself innocent.
