The sovereignty of man is to allow man to develop to his full potential.
Man on planet Earth is still not a sovereign being. He is a led human
robot/slave through various forms of control.

Nobody.
The Watchers are not humans or non-humans, and they reside in infinite
timelessness space where they have access to all the knowledge of
universes that came out of this Universe creation.
The Watchers monitor and take care of the universe’s creations. When I
have written in the past that Creation knows nothing about wars, races,
nazis, etc. it is because it exists in a highly purified vibration that
material/low level forms cannot interface with. The Creation leaves the
care-take of the Universe to the Watchers. Their positions are not
permanent for they too evolve toward finer spheres of existence until
they too no longer have contact with the material Universe.
The ones who know all about all things, i.e. nazis, races, wars, Earth,
Bush, America, Israel, Rothschilds, etc. are the Watchers. On Earth they
call them angels, but they are not, and their names are often corrupted
in magic/witchcraft books.

1. Uriel: Uriel is not an angle, but a Collective-Spirit-Form that is
referred to as an 'it' or 'she'/'her'. It has no facial features,
body-form, etc. No humans can communicate with it. There is an order
that things have to follow, and only their communication with this
level-collective is possible. The lowest level of the Watchers. Note:
The spirit-form known as Emmanuel in one of its lifetimes came from this
level, for the individual spirits there only work as a collective, but
has not begun to merge -- i.e. assimilating each other, because all
their knowledge are becoming mirrors of the same and there is no more
need for individuality.
Duty: Watches over all energies of the seasons and weather in the entire
universe.
2. Raphael: Raphael is not an angel, but a Collective-Spirit-Form that
is referred to as an 'it' or 'she'/'her'. It has no facial features,
body-form, etc. No humans can communicate with it. There is an order that
things have to follow, and only their communication with this
level-collective is possible. The 2nd level of the Watchers.
Duty: Watchers the spirit-forms of intelligent life, flora, fauna and
all other living things in the entire universe.
3. Author of the web-page did not give a third, although there is a
third.
4. Michael: Michael is not an angel, but a Collective-Spirit-Form that
is referred to as an 'it' or 'she'/'her'. It has no facial features,
body-form, etc. No humans can communicate with it. There is an order that
things have to follow, and only their communication with this
level-collective is possible. The 4th level of the Watchers.
Duty: Watchers over every living thing that obeys the 7-fold order of
Creation and its Laws in the entire universe.
5. Author of the web-page did not give a fifth, although there is a
fifth.
6. Gabriel: Gabriel is not an angel, but a Collective-Spirit-Form that
is referred to as an 'it' or 'she'/'her'. It has no facial features,
body-form, etc. No humans can communicate with it. There is an order that
things have to follow, and only their communication with this
level-collective is possible. The 6th level of the Watchers.
Duty: Watchers over all the boundaries of all the worlds from the lowest
to the highest level in the entire universe.

seventh. (The most important for it watches over all remaining
things...)
I have read contacts from all the watchers. They know about all the
troublemaking that is going on, on Earth, and who are responsible. It
might not look like it, but they are implementing things in a concealed
way from their level and also through a downstairs channel where things
get done by material life-forms.
