If the radar signatures you are speaking of can be defined as the ones that are on the Flash Radar site than NO! HAARP nor SCAMP nor GWEN has the power enough to be able to create what is seen. What is being seen on these radar images is much beyond the power that SCAMP, GWEN, or HAARP can muster. It is also well beyond the reported broadcast frequencies on the electromagnetic spectrum.
