Gibbs is an attorney and they must sware to "turn in" anyone who tries to "top" the authority of the FBI or any other government entity. If they don't and are found out they go to prison or be found a suicide in the park, or die in a plane crash. The militias have been labeled "radicals, extremists, home-grown terrorists, racists, etc.."
