I am not sure what your picture is, but the suspect reader is essentially
correct: as I understand it, the balance of the SSF is held in the form of
government IOU's or obligations, just promises to pay. How does the
government pay? Either with tax revenues or with new debt issue. Money
formerly came into circulation as an obligation of the US Federal
government, whereby it funds it own debt (asset side of bank ledger) with a
corresponding pro forma liability. (Pro forma because the CENTRAL bank's
liability is a fiction.)
But since the advent of mortgages on demand and credit cards, borrowers are
now permitted to create debt, ie "money", at will simply by exercising their
lines of credit. This has made nonsense of the idea of capital reserves.
In principle, this should lead to hyperinflation, but the money masters have
become quite clever in channeling surplus issue into assets, such as dot.com
mania or real estate, which has produced the enormous housing bubble. To
keep the latter game going however requires a falling interest rate
environment, as mortgage sellers (home buyers) do not have unlimited cash
flows for making mortgage payments. When the interest rates reverse,
potential buyers disappear while some, those foolish enough to buy an ARM
(adjustable rate) become unable to pay.
In principle the same thing can happen to the Federal Government, if its tax
revenues fall or it declines to reflate the money supply to meet its own
debt obligations.
At any rate, what Bush really means is that the Fed may just decide to
foreclose, taking whatever marketable securities are in the SSF. As a
counter-proposal, the FED/Wall Street have offered to take future SSF
liabilities off the gov't's hands by floating a one-time(?) 2 trillion $
loan to the gov't, capping the latter's liability. The money is then spread
about Wall Street where it will either be squandered by bad investments or
be eaten up by inflation over time. Etc. etc. etc...
It's all a swindle.

My reply to a younger and less wise friend of mine, re John Coleman's
CONSPIRATOR'S HIERARCHY:

Take one hundred hours and read all of the relevant studies at Larouche's
EIR site. Discount the political bias (which is in fact a blind; Larouche is
in fact more right than left). Mae Brussell, one of the original researchers
on the Kennedy coup d'etat once remarked that "Larouche is 80% deeply
factual and 20% rat poison." The 20% rat poison is his pro-New Deal/FDR
historiography, which I believe Larouche must know is patently false. I
debated him in an email on the subject 18 months ago and he was evasive.
You will need to set aside at least five hundred more hours to cover the
20th century historical background to sources (and funding) of
leftist/communist revolution, beginning with the "Russian".
Another five hundred will be required to cover Freemasonic and related
revolutionary activities during the 19th century.
Coleman is only skimming the cream, exposing what is most visible in the
public domain, the tip of the iceberg.
I have spent the last 12 months researching the matter and I would not be so
bold as to make the "controversial" statements I have made if I were not
convinced of their verity.
There is one demonstrable and suppressed fact of history which anyone who
had eyes in the '30's could see: Hitler's socialism was getting it right
because it was real and right as rain, while FDR's faux version was
inevitably wrong. Larouche lies about it because it is political suicide to
speak the truth.
He also knows that the US for all practical purposes DECLARED WAR on Germany
in 1933 when the NSDAP achieved power by CONSTITUTIONAL MEANS, by embargoing
Germany. We have our Jewish friends of America to thank for that.
Knowing this is to know why Germany had to be destroyed. It is one of the
"keys to the kingdom." Hitler was the greatest political leader of the 20th
century, whose movement was murdered so that we could live "in freedom"
under the rule of a sinister bunch of political crooks and criminals not
