The IFES, chaired by William J. Hybl, is the third group that shared some of the reported $90 million of U.S. taxpayers money to bring rigged sham elections to Iraq. On Feb. 2, 2005, IFES issued the following statements:
"IFES also acknowledges the hard work and dedication of the Independent Electoral Commission of Iraq (IECI), with which the organization has enjoyed a distinctive working relationship, for its efforts in the historic Iraqi legislative elections.
"Under funding from the United States Agency for International Development, IFES has been part of the International Assistance Team (IAT)working under the umbrella of the United Nations and supporting the IECI mandate.
"The areas of IFES assistance have been in regulations, logistics, information technology, out-of-country voting, political entity certification, voter education, tally center and complaints adjudication."
According to this statement, IFES must share responsibility for the sham elections in Iraq.
