It should be noted that one of the duties of the Governor of Texas is to send appointments for the Regents of the University of Texas System ( nine in number ), to the Texas State Senate for confirmation. That makes the Governor of Texas a kind of superintendent of the whole university system, and therefore personally involved in some aspects of university life. The state capitol buildings and the University's principal center are both located in Austin, Texas.

This hand signal given by Quayle is the "Hook 'em Horns" sign.
The fingers are up straight and the thumb is not occulted. Not knowing where the picture came from or what the context of it was, it's hard to explain why he's showing the "Hook 'em" sign.
What is extremely troubling however is the image of Laura Bush walking behind her presidential husband: note the position of her left hand and the stiffly pointed index finger.
