Not quite.
When the Creation awakens from slumber and enters its expansion cycle, it
births microdots of spirits. All these spirits that are birthed have not
yet been integrated into the incarnation cycle of a planet. The spirits
have to labor to integrate themselves. If the spirits created still
wanders in the unrighteous path -- i.e. hoping to be integrated in the
cycle of incarnation, because it is still in ignorance and is searching
for knowledge to accomplish the goal of coming out of inactivity into
its first incarnation, and if the spirit cannot accomplish this before
the next slumber by the Creation, it will vanish and be destroyed for
all eternity. Once a spirit is integrated into a planet's incarnation
cycle it becomes righteous, and will eventually incarnate into a human
body for the first time, subjected to the cycles of incarnation so that
its consciousness will be able to expand in knowledge through its entire
evolutionary cycles.
A new spirit incarnating for the first time in a human body, that person
will be mentally retarded. Higher civilizations with advanced
technological means are able to assist these mentally handicap persons
by transplanting brain acids extracted from donors. This will bring the
human life up to the appropriate level so that it will be able to
function as a normal human being in the civilization and develop its
consciousness.
A secret experiment was done in the 1960s by the Kaiser Aluminum &
Chemical Corporation transplanting brain acids, but the patient was not
mentally handicap. The experiment was done to see if a prodigy could be
created. Most Earth parents want a prodigy child, for the fame and ego
it brings. The Earth man is still selfish.
