The Federation is a U.N.-like or League of Nations assembly.
There exists many federations, not just one. They congregate
by evolution of races, planets and star systems.
A Galactic Federation as one single inclusive entity does not
exist. There exists however, what is called the "High Council"
whose head is made up of semi-fine-matter beings who are
transforming from coarse-matter into fine-matter/spiritual
energy. All these beings do is offer advice to the races who
still exists in physical form. The High Council of this
Universe resides in Andromeda.
Every Universe has a High Council. (The beings who command the
High Council, were once 100% physical beings who had to walk
the same path of evolution like many of the races in physical
form. A being does not stay 100% in physical form forever. For
as their consciousness evolves and becomes more refined, their
body begins to shed its density or physical dense form)
The High Council accepts a race as a member when that race has
achieved a Period-4 evolution. This says that the race has no
more desire to make wars, they live and spread peace and their
weapons are only for defense. Only when a race is ready, their
natural instinct is awakened to search for the High Council.
The races in lower evolution, like earthman, has to seek out
and join federation groups. The races who meet with the High
Council give advice to lower evolved races like the Earth
humans. Since the Earth human is still arrogant, he does not
listen.

I want you to know, that the ETs are behind some of the sci-fi
shows. They transmit unknown to authors things and events
about the future, to prepare the earthman, condition him into
future possibilities.
They themselves watch these shows, and said that they laugh at
some of them in amusement -- the logic about certain things
that are just not possible. But they see it as the earthman
trying to pierce into the future, and the things that they
implement wrong in the shows, our scientists will find out one
day that some of these theories are just not possible.
One of the theories often shown in time-travel is trying to
change the future outcome by going back into the past and
change things. This they laugh at, etc.
The mission to liberate the earthman is being done on such a
scale the earthman does not understand.

The current level of Earth's civilization/societies and the average person on
Earth is Period 2, Sub-level 5, which is very low.
PERIOD 1: PRIMARY LIFE--Living in Physical Form
7 Sub-levels
PERIOD 2: REASONED LIFE--Living in Physical Form
1. Primary development of reason.
2. Effective realization of reason and its use.
3. Primary acknowledgement and cognition of higher influences.
4. Belief in higher influences without having the knowledge.
5. Belief in higher forces, superstition, fear of evil, veneration
of God, etc. (Religious confusion of God and superstitions.
Once we reach Period 3, Sub-level 1, these beliefs will
breakdown until they are eradicated.) (THE PRESENT EVOLUTIONARY
POSITION OF THE AVERAGE EARTH HUMAN BEINGS.)
6. Primary cognition of true reality. Research and knowledgeable
developments. First spiritual cognitions and their exercise.
Spiritual healing, telepathy, etc.
7. Primary development of knowledge and wisdom.
PERIOD 3: INTELLECTUAL LIFE--Living in Physical Form
(The Scientist Age of Leadership will begin 2050 A.D. This period
will out do the Industrial Age. It will be known as the age of the
Great Builders.)
1. Advanced development of the intellect. High technology.
Second utilization of spiritual forces. Primary creation
of living forms (cloning and robotoids). (RIGHT NOW, THE EDUCATED
EARTH HUMANS, SCIENTISTS, ETC. ARE AT THIS LEVEL.)
2. Realization and exercise of knowledge, truth, and wisdom.
Slow breakdown of accepted beliefs.
3. First utilization of knowledge and wisdom.
4. Acknowledgement and utilization of nature's Laws.
Generation of super-technologies. Second creation of living forms.
5. Natural exercise of wisdom and knowledge in the cognition
of spiritual forces. Further breakdown of accepted beliefs.
6. Life in knowing, about wisdom, truth and logic. (WE WILL NOT
REACH QUASI REAL-LIFE DEVELOPMENT UNTIL APPROXIMATELY 3000 A.D.
REAL-LIFE IS UTOPIA.)
7. Primary cognition of reality as absolutely real.
PERIOD 4: REAL LIFE--Living in Physical Form

PERIOD 5: CREATIONAL LIFE--Living in Physical Form

PERIOD 6: SPIRITUAL LIFE--Living in Physical, Transforming Into Pure Spirit-Form

(This level is where all the spirit-forms of human beings/life-forms
merge as a we-collective and eventually lose their physical form
and individual identities to further merge with forces in
Creation Life, etc. All the Watchers are at this level. This is where
all the messiahs spirit-forms dwell. The messiahs originate from the
lowest level of the Watchers*, because they still have their individual
identity to go back up to Period 2, Period 3 and Period 4 civilizations and
deliver teachings to reform chaotic societies.) *Simplified term.
PERIOD 7: CREATION LIFE--Living in Pure Spirit Form
7 Sub-levels
(The we-collective has achieved perfection, forces merged will
enter into periods of sleeping and awakening, and eventually begin to
create as a Creation, where it will generate new creations--universes,
stars, planets, human life, etc. After completing its task, it will move
further into the domain of the Original-Creation.)
