This makes no sense to me (other than being stated by a politician).

That was one helluva firecracker.

NORMALLY I would think, a bunch of smaller "sculpting" explosions would be used to "carve" the mountains out for the base of the dam. Many little explosions - NOT a big boomer like that, in an obviously politically sensitive area in an obviously politically sensitive country.

Close enough to China to force a frightened pre- emptive move? "Go fer yer guns, neighbor"?
