Was it from a mainline news reporting agency or an alternative website?

I feel that such context would be most helpful for the sake of interpretation!
It appears that ChristopherBollyn has not answered these questions with his post, however, I will assume for now that the picture was found somewhere on the net and represents an actual armoured vehicle in Iraq.
Therefore, I believe this picture can be viewed in at least two ways:
First, if the photo hasn't just been constructed by someone with Corel (etc.) and is an actual representation of what exists in Iraq, then it was more than likely put on the military vehicle by one of the occupants/ soldiers (kind of like how we decorate our cubicles at work with comics, etc. or how hockey goalies paint their masks to point out their interests or how they'd like to be seen/identified).
Second, what would be most interesting to me, is to know who has published the picture! Then we may have a better idea who is sending what kind of message.
If this picture is from the mainstream press, perhaps we could see it in light of the masonic 'no fly zone' between the 32 and 33 degrees parallel (and the more recent posts on the occurrence of the number 33 - correct me if I'm wrong, but it sure looks like Fajullah is just above the 33rd parallel - here's a map: http://www.lib.utexas.edu/maps/middle_east_and_asia/iraq_pol99.jpg).
