Yes. Earth made. They have existed since the 1940s. They were made possible
from pirated NAZI technology that fell into the hands of a non-American
secret group.
The Twinklers, as you call them, have come a long way. In the early days
they had to use an exotic form of rocket built into the craft to vertically
launch them. (There are two well-known UFO incident stories about them.)
The anti-gravity system at the time was still difficult to tame. They
eventually solved the problem. The new models that went into production in
the early 1970s are very powerful in the earthly atmosphere. Some years
later they began to modify a few of them with an exotic form of propulsion
for flights to the Moon and Mars. Before they began using the built-in
exotic propulsion, they were using external power-packs. They are not able
to venture outside the SOL system, because their space propulsion and
life-support is still primitive and inadequate.
Sometimes hundreds of them come down from high orbit and cover the sky
around the world. That is their attack war-posture. They have only done this
a few times.
The twinkling/dimming/pulsing effect is from gadgets attached to their
outer shell. They're unique crafts in shape and appearance. They use this
to reshape the craft while in flight sometimes. They can make the craft
appear 2-3 times larger than its actual size.

There are THREE Earths of the SOL system in three different realities:
Earth #1 is still in the age of the dinosaur
Earth #2 is us in this reality
Earth #3 is 500 years into our future. They have limited deep space crafts.
The craft is saucer and shapes like a star with plasma propulsion around
the rim.
All three Earths can be visited by entering through a vortex/portal
somewhere in the Atlantic Sea. The people from Earth #3 sometimes visit
Earth #2, and a handful of pilots who belong to secret groups visit Earth
#3.
