Of coup plots and
the 2004 elections
TOWARDS the end of year 2001 there were flurries of reports about an alleged military coup d’etat and the 2004 presidential elections. There appears to be a tenuous link between them, but the first, which will continue for some time in the new year, will eventually die a natural death while the second, which is now in the backburner, will come back sooner than many believe.

The speculations on the possible opponents of President Arroyo in the next presidential elections may have disappeared along with the year 2001—but only temporarily. In no time at all, they will reemerge, perhaps with a vengeance. This is also for two reasons. One is the possibility of the economy going from bad to worse because of the global recession expected to result from the Sept. 11 bombing of New York’s World Trade Center and the Pentagon in Washington DC. The other is the dismal dearth of good political leaders.

But the most important facet of the polls will be the dearth of credible opponents of Mrs. Arroyo. Senator Edgardo Angara, nominal head of the minority Laban party, appears uninterested in the presidency, while the only other credible candidate, former Senator Raul Roco, has already joined the Arroyo administration.
This lack of political leaders qualified to contest the presidential race will certainly produce a bevy of presumptuous, even idiotic presidential candidates like it did in the 1998 polls. With the possibility of the nation still mired in poverty and an electorate so politically immature even after a century of trying to understand democracy, including a 35-year tutelage by the United States, the Philippines may see another Estrada, or Erap himself, as president after the 2004 elections.
