My impression: Forwardings of the "Dove Reports" are what originally were banned, but not because of what they contained.
They were banned because a few Agents and Readers couldn't seem to control their reactions to what Dove was saying - and they took it out on Rayelan, flooding her mailbox - and they took it out on the Forum, flooding it with heated statements that couldn't, really, lead anywhere useful but only made for a serious distraction from everything else.
This latest post is not, strictly speaking, a "Dove post" - it's a "Patrick Bellringer post"; and it sounds like Bellringer has additional sources of information, and is doing his own thinking about it.
I might agree the post is in a "gray area" relative to the Dove kerfuffle. :) But I don't know that anyone ever said, "Never even mention Dove again!" Hard to know where to draw the line on this, I'm sure - what Dove is saying _is_ "information", certainly, and ought to be allowed here just like any other potentially relevant bit of information.
This is "Rumor Mill", after all; most of what's posted here is uproven and in some cases unprovable. The only difference between most of it and Dove's in particular is in the strength of the cognitive dissonance reaction some Agents and Readers experience with it, and that they feel they must express it in words.
