The administration looks to the European Union, Japan and Saudi Arabia for the biggest donations, but all face budget woes...."

So, it appears all is going as scheduled as we read back in September:
Bomb the heck out of Afghanistan, put in a puppet government supposedly under NATO control but really subservient to those companies who will exploit the resources of Afghanistan and the Caspian Sea region.
Then the "rebuilding" will done by those who will profit from the exploitation of those resources, notably oil and gas.
The "rebuilding" will provide the infrastructure for these businesses.
These businesses are associated with those in the White House.
In fact, Cheney's Halliburton did the same thing in Iraq after we bombed the heck out of them.
Looks to me like Japan will be a key financer because much of the gas and oil from the main pipeline project is to go to them.
Although China is to get gas and oil as well, the article doesn't mention them funding the rebuilding.
I wonder if this is part of China, Russia and the U.S still jockeying for position as to who will have ultimate control over the region.
Although China expects to get some of the oil and gas their main business with the U.S. is with the defense contractors.
It may be that part of the trade-off with them was entrance into the World Trade Organisation.
Since Russia is not able to contribute funds at this time, the trade-off to them is probably to be business partners with the oil and gas companies.
Cheney's Halliburton has worked with Russian petroleum companies in the past. In fact, one huge deal got called off by the State Dept. a few years ago because they didn't quite approve of U.S. funds being used for the project at that time.
Halliburton was also involved with Russia in illegal arms trade to Angola.
Interesting that Saudi Arabia is expected to help "rebuild" as well.
I suspect this indicates the participation of the Saudi Binladin Group, Osama Bin Laden's family's company.
They have been long time business partners of the Bushes, Halliburton and the Carlyle Group.
FINALLY, CALL ME DENSE, BUT HOW DO OUR LEADERS JUSTIFY PUTTING ANY U.S. MONEY INTO AFGHANISTAN AT ALL!!!
LAST TIME I HEARD THEY WERE CONSIDERED THE ENEMY IN OUR "WAR ON TERROR".
SO, WE'RE EXPECTING TO USE "9 BILLION OF SO" FOR THEIR REBUILDING?
WHAT DID THEY DO WITH THE 43 MILLION PLUS AID WE GAVE THEM LAST MAY?
OH RIGHT, THAT WAS THE TALIBAN WE GAVE IT TO!
AND NO, I DON'T BELIEVE MUCH OF THAT OIL & GAS WILL END UP HERE IN THE U.S.; IT'S SLATED TO GO TO CHINA & JAPAN!

HOW ABOUT PUTTING THE MONEY INTO ALTERNATIVE ENERGY DEVELOPMENT HERE IN THE U.S. SO WE ARE NOT SO DEPENDENT ON FOREIGN OIL?
SILLY ME, THAT WOULD INVOLVE DISMANTLING PART OF THE CONTROLLER'S INFRASTRUCTURE NOW, WOULDN'T IT?
