This paper is dedicated in memoriam to the numerous victims of infrastructure sabotage and to all their surviving family members. Remember as you read that there are real, normal Americans whose lives have been destroyed by the subjects discussed in this report. It's time for you to wake up, America.

[Note: The following investigative report documents actions based on unsound engineering and financial practices on the part of various companies, individuals and state and federal governmental organizations throughout America. However, not all of these practices are illegal (although they should be), and therefore the mention of any particular company or individual in this report does not imply that that party is guilty of any criminal activity. Unless otherwise expressly and specifically documented, all parties mentioned in this report are considered to be innocent until proven guilty. This report is the opinion of the author and not affiliated in any way with this website. Because many of my sources were derived from newspaper articles found on subscription databases, not the Internet, and because hyperlinks to articles on the Internet would greatly complicate the html, there are not many links in this report.]

INTRODUCTION

The story of the Trojan horse has its roots in ancient mythology. The Greeks could not defeat the city of Troy after ten years of war, and Odysseus built a hollow horse to hide his soldiers. The Greek fleet delivered the horse to Troy and left. One sailor was purposely left behind who, feigning anger at his compatriots' forgetfulness, convinced the Trojans that the horse was an innocent gift of surrender. Only two lone Trojans unsuccessfully warned their fellow citizens in vain of the trap.

Of course, we all know the story's ending: that night, while the Trojans celebrated their "victory" in a drunken stupor, the Greeks slipped out, let their army into the city, and then slaughtered the Trojans and burned the city. Until the 19th century, the Trojan War was thought to be just a myth, until an amateur archaeologist discovered the real city of Troy, destroyed around 1250 BC.

While this is a familiar story, it bears retelling because it has been so sadly repeated today in America. Far beyond the publicized events of 9/11, Americans are unaware that we have let the enemy deliver many Trojan horses within our gates. Their spies successfully convinced our populace that their gifts were innocent. Like the two lone Trojans, a few courageous voices tried to warn Americans, who were too interested in their pleasures like the Trojans to listen. They mistakenly thought the story a myth, and now we suffer the consequences.

The following is the culmination of my extensive personal investigation to uncover graft, fraud and unsafe highway construction practices which were initiated during the presidential terms of William Jefferson Clinton, to purposely plant many Trojan horses across America. I would have preferred that criminal prosecution be initiated against certain parties, but it has become painfully evident that this will not happen. After receiving a deaf ear from certain public and private agencies, I am therefore reluctantly posting this information on the Internet as a last resort, because you, the good American people, deserve to hear the truth about how your infrastructure system has been cleverly sabotaged. I also call on those patriotic Americans with first-hand evidence of the fraud I am about to discuss, to please help justice be done in this matter if possible.

In spite of the above, finally after the criminal Bill Clinton is no longer in the White House, the tide has slowly begun to turn under President Bush. For example, just recently in Tennessee, a joint investigation by FBI/TBI (Tenn. Bureau of Investigation) has been initiated into the administration of Republican Gov. Don Sundquist, whose close friends received millions of dollars in state contracts. This is exactly the type of fraud I will discuss in this paper.

I personally feel that this report is incomplete in that it lacks one major piece of evidence, but for a reason that perfectly exemplifies how the American people have become enslaved. I would like to have obtained samples of highway construction materials from job sites for testing in an independent lab. But my lawyer advised me that to do so could be considered petty larceny, and given the nature of this material, provide convenient excuse for my arrest. We have arrived at a situation in America where citizens are unconstitutionally taxed for highway construction, yet cannot verify the quality of the work they are paying for, on land that they own. Furthermore, not even a licensed private investigator can do so. The government most certainly cannot be trusted with this task. And now, under so-called "Homeland Security" regulations, some states have outlawed citizens' FOIA requests for bridge plans, presumably to thwart terrorists, while foreigners are designing and constructing these very same bridges.

Of course, even if the perps escape criminal punishment, the civil courts still await them. If nothing else the O.J. Simpson affair demonstrated the power of the civil courts, with its lower threshold of guilt, where the victims' families successfully sued Simpson. Although publicity may cause paper shredders to go into high gear, they cannot destroy all the evidence. The sinking of the Titanic was solved by analyzing its steel which sat deep in the ocean since 1912. Likewise, all the defective construction materials used in public infrastructure projects sit as mute testimony, just waiting to be shown to a jury as evidence. I pray it does not happen, but if an earthquake strikes and inferior bridges collapse and kill people, or a family dies in a "sinkhole" on a new highway, those public and private officials responsible should find themselves in court. Every cubic yard of faulty concrete, every foot of cheap rebar, every inferior nut and bolt, is waiting to be tested in a lab. There is no possible way for them to erase the signs of their crimes. Perhaps this is better punishment than jail, anyway. Let them sweat many bullets, let them spend many a sleepless night, worrying and hoping that no one ever dies from the results of their corruption, when their victims' families will haul them into court. Let them realize that they were not so smart that their misdeeds went unnoticed. Let them know that somebody was watching.

This story is a convoluted, deeply-involved trail which is hard to follow, but you will not be disappointed if you persevere. As you read, remember the names of some of the companies because they will continue to crop up all over the U.S. While highway construction fraud is nothing new, during the Clinton administration the fraudulent use of state and federal highway funds was purposely accelerated throughout the country in order to channel these funds back to the parties that helped put him in office. Simultaneously, Clinton paved the way (no pun intended) to allow inferior construction to sabotage our national highway system. The truth is that Clinton was put into office by a certain group of people through vote fraud, with the sole intent of destroying America and giving as much technology and business to China as possible. Dr. John Coleman (1997) exposed this group and calls them the "Committee of 300" or the "Olympians" which is basically the elitist European oligarchy.

Dr. Coleman prophetically wrote: "We have seen how the industrial base of the United States has been destroyed, starting with the steel industry. In 1980, I wrote a work I called 'Death of the Steel Industry,' in which I stated that by the mid-1990s, steel production in the United States will have declined to a point of no return, and that the auto and housing industries would go the same way.

"All this has come to pass, and what we are witnessing today is not an economic recession due to unsound economic policies, but the deliberately planned destruction of our industrial base, and along with it, the destruction of America's unique middle class, the backbone of the country, which depends on a progressive industrial expansion for growth and for steady employment with good pay." This paper will document how the Olympians successfully accomplished this task.

Lt. Col. Fletcher Prouty of the Pentagon called the Olympians an "ancient society" that exerts substantial influence over American policy. I believe that this is the group President Woodrow Wilson spoke of in the opening quote, and the President of the U.S. is certainly in a position to know.

Time and space do not permit a complete discussion of how Clinton was installed through vote fraud, but there is ample evidence posted on the Internet explaining how elections are controlled through computers. But even the most skeptical reader should accept the publicized details of the last Presidential election, with its chad-punching parties, manipulation of ballot counting, illegal immigrants voting, etc. as evidence enough that Clinton successfully did likewise for his two terms.

CHINESE STEEL IN CALIFORNIA BRIDGES

I first discovered the tip of this tremendous international iceberg when I became aware that Chinese steel was being used in highway construction in California. The types of steel ranged from beams all the way down to bolts. Some of these bolts did not meet American specifications for strength and durability, and furthermore no foreign steel was supposed to be used if any federal funds were paying for the project. In 1982 President Reagan signed the "Buy America" Act (the Surface Transportation Assistance Act of 1982 [STAA], Section 165) which provided that any steel or cement products used in any American infrastructure project, in which federal funds would pay part or all of the costs, had to be made and manufactured in the U.S. This included the smelting of the iron ore to the final manufacturing process-all of this had to be 100% American. This is an extremely crucial point to remember and I will return to this later. The law was designed to protect our American industrial base, especially the steel industry, and to ensure that quality materials were used in the construction of our vital infrastructure system. If foreign materials were used, our enemies could sabotage our infrastructure system by selling us inferior materials. Unfortunately, this is exactly what has happened.

However, I should also mention that Reagan's Secretary of Commerce from 1981-1987, Malcolm Baldridge, began the sabotage of steel. Baldridge was involved with the secret organization USTEC (US-USSR Trade and Economic Council) formed to transfer U.S. advanced military technology to the Soviets (Sutton, 1986). There was a widespread problem with inferior foreign counterfeit bolts after Baldridge opened up American fastener markets to foreign competition. Prior to this, standards for high-strength fasteners was meticulously managed and policed by the Industrial Fasteners Institute, the organization that set the standards for the military, auto, aircraft, shipping and industrial industries. After our markets were opened, foreign manufacturers found that they could make high profits by counterfeiting bolts sold in America. There were public investigations into the matter, but there is no guarantee that the situation doesn't exist today.

In order to bypass federal Buy America provisions, California began a $2.6 billion seismic retrofit of their bridges using state funds. According to Scott Welch, legislative director of the State Building and Construction Trades Council of California, "the lion's share" of the steel and fabrication had been won by foreign steel companies. In the early '80s a state Buy America law was promoted and expected to be signed, even by opponents. But the law was "unexpectedly pulled by its sponsor amid charges that well-connected pro-import interests had unleashed their financial and political influence at the last minute."

The Carquinez Bridge

For example, consider the Carquinez bridge in the San Francisco Bay area of California. The original bridge was built in 1927, and another span was added in 1958. The older, westbound bridge is being replaced while the 1958 bridge is being retrofitted for earthquake protection. A $62 million contract was awarded for the eastbound retrofit and a $187.8 million contract, the largest ever awarded by Caltrans (California Dept. of Transportation), was awarded for the westbound bridge replacement. The retrofit project was awarded to Balfour-Beatty Construction, and the bridge replacement was awarded to a joint venture between FCI Constructors and Cleveland Bridge California.

It turns out that Chinese-made bolts were used in the Carquinez earthquake retrofit, and that Caltrans had to reject thousands of them because they were inferior. The bolts were from 3/4 to 1" in diameter, and cost from $1.50 to $2.50 each. Balfour Beatty won the contract by underbidding their nearest competitor by $1 million. Balfour Beatty would not say how much they saved by using foreign steel, but it seems likely it made the difference in their winning bid. The bolts were manufactured by Shanghai Zhenhua Port Machinery in Shanghai, China and imported by Christie Constructors, Inc. of Richmond, CA. FCI/Cleveland Bridge, who won the westbound Carquinez bridge contract, were also planning to use steel from South Korea and China. The president of one of the companies that lost in the Carquinez bid, who asked not be identified, said "There's a reason [the steel] is cheaper. The reason is you can't verify that you have the same quality. Is that the bridge you want to drive across in an earthquake?"

I should mention here that according to Chinese steel expert William T. Hogan (1999), China does not currently have the capability of making high quality steel, which is necessary for such products as the high-strength bolts they are importing.

I examined the bid sheets received by Caltrans for the Carquinez westbound bridge replacement, and some interesting facts came to light. The difference between FCI's winning bid and the second lowest bid was a substantial margin of $17 million. Their bid for bridge rebar was $1.00/bar, whereas the second closest was $1.40/bar, which made for a total difference of approximately $2 million. Their winning bid item to furnish structural steel for the bridge was $1.00/item; the nearest competitive bid was over twice that at $2.10/item. They saved $14 million alone on this one item just by using cheap foreign steel. Those two items together almost equaled their winning margin, which illustrates how important their use of foreign, inferior steel was for them to secure the lowest bid.

The difference was even more dramatic in the case of the Carquinez seismic retrofit project. The difference between the first and second lowest bids was only $29,000 on a $62 million project.

The Benicia Martinez Bridge

The contract for the Benicia Martinez bridge was awarded to FCI Constructors, who bid $89,801,000, a difference of only $500,238 less than the closest bid. According to the bid sheets the difference between their individual bids for miscellaneous metal and structural steel was a total of $520,490, which means that this made the difference between FCI winning and losing the contract. Also of interest, their quality control testing costs were lower. It is likely that FCI will use foreign steel on this project as well, and this illustrates how important it is for these international contractors to use cheap foreign steel in order to produce the lowest bid.

DECEPTIONS SURROUNDING STEEL AND CONSTRUCTION COMPANIES

Companies Found Guilty of Falsely Labeling Products

The following is slightly off-topic but serves as an example of caveat emptor ("let the buyer beware") and the complex international web of company ownership. The Louisiana Department of Transportation and Development (LADOTD) bought mislabeled pipe on over 200 highway projects between 1992 and 1997 (USDOT, 1/17/01). Former employees of Ispat-Inland, Inc., previously Inland Steel Co. of Chicago, and Contech Construction Products, Inc. of Middletown, Ohio, plead guilty to using false certifications and labels on unapproved pipe sold to LADOTD. The lifetime of the phony pipe is estimated to be as low as 20 years, as opposed to 70 years for the correct pipe (USDOT, 3/8/02). A $30 million civil settlement was reached with the two companies in January 2001.

USDOT opened the investigation in March 1997, and in October 1997 more than 100 DOT and FBI agents seized over 400 boxes of records and evidence in four states. Since then, over 200 interviews were conducted and over 1.5 million documents reviewed and indexed.

Ispat buys Inland Steel Despite Federal Investigation

In spite of this investigation of illegal activities on the part of Inland Steel, and the possibility of incurring subsequent liabilities, in July 1998 the international steel company Ispat International bought Inland, and ended up paying their fines. The morality of anyone who would buy a company under federal investigation is questionable. Ispat (should have) had no idea of just what illegalities Inland had conducted. Unremarkably, Lakshmi is currently under investigation in South Africa for insider trading.

Steel Ownership Is A Convoluted Trail

Ispat is in turn owned by the LNM Group, which is the world's second largest steel producer. It was started by the Indian Lakshmi Mittal, who "has always believed in the future of a global steel industry" (www.ispat.com). While space does not permit more detail, LNM Group has the fingerprints of the Olympians. The wealthy Lakshmi lives in London where he keeps an extremely low profile, trying to keep details of his personal life a secret whenever possible. But nonetheless some interesting facts emerge. He was caught giving money to Prime Minister Tony Blair in return for political favors. Lakshmi is a vegetarian who does one hour of yoga a day. His wife donated money to the since-disgraced British minister to Europe, Keith Vaz, who had a goal of building in Britain the largest multi-religious building in Europe-a combination of Hindu, Muslim and Sikh religions. Vaz, who has fought in favor of Britain's EU membership, also attended the World Pilgrimage for Universal Brotherhood in London in 2001, along with Mohanlal Mittal, Lakshmi's father, who is chairman of the Hindu Leaders Forum. The World Pilgrimage grew from the Millennium World Peace Summit of Religious Leaders held in the UN in 2000. The Mittals obviously share the one-world religious/government view with the likes of Maurice Strong, Blair, Clinton, etc.

There is also a wealthy Mittal family in India with ties to Clinton, however, I'm not sure if there is a relationship. Lakshmi's bio is sometimes falsely portrayed as a rags-to-riches story, made more suspicious in light of the historical British influence upon the upper class in India. Example: he held a marriage reception for his son in 1998 in Calcutta's Victoria Memorial (a dedication to British rule over India) which caused a minor civil riot. He supposedly broke out on his own in steel in Indonesia (w/Mochtar Riady?). He appears to be somebody's pawn.

The Committee of 300 has long had a hand in India's affairs, even after it officially ceased being a colony of Britain. One of the agencies used was the Milner Group, a secret society started by Cecil Rhodes (founder of the Rhodes Scholarships, given to NWO people like Bill Clinton). Quigley (1981) writes of them: "...India, since 1913, has been the chief object of their attentions." He states later in the book that the Group's objective in India was to support Muslims, especially Muslim extremism. Quigley says, "[Indian council] seats were alloted to communal groups, with the minorities (like Moslems and Sikhs) receiving more than their proportionate share and the Moslems having, in addition, a separate electorate for the incumbents of Moslem seats. This served to encourage extremism among the Moslems and...was a long step on the road to Pakistan." (Recall this later in the discussion of Meher Baba and Pakistan.)

One of the main points to remember is that Mittal has made his fortune by utilizing the Direct Reduced Iron (DRI) method of steel production, which is cheaper than even using scrap steel. DRI requires the use of natural gas, which means that most processing facilities must be near cheap natural gas supplies, e.g. Saudi Arabia, Iran, Indonesia, Malaysia, etc. Thus Mittal is getting his cheap iron ore from Muslim countries with large oil reserves. By this method he has managed to undercut his competitors. I'll have more to say on this later, but please remember this fact.

Foreign Ownership Not Identifiable At First Glance

Though a company may often have an American name, we can no longer be sure that Americans own it. When foreigners buy an American company they often retain the original name. For example, one of the largest construction companies in the world, J.A. Jones Inc. of Charlotte, N.C., is owned by the now-bankrupt German company Philipp Holzmann AG. By this manner, average Americans falsely think companies are domestically-controlled. In reality corporate income is flowing overseas, to be invested elsewhere, while foreigners dictate important quality control decisions (like using DRI). They can also leave behind hazardous waste sites after declaring bankruptcy. By the time Americans wake up to who is really calling the corporate shots, it may be too late.

Federal Government Complicity

A pattern seen repeatedly is the favorable treatment foreigners, especially Muslims and Chinese, receive from the federal government, e.g. State Department, Agency of International Development (AID), etc. In the above example of J.A. Jones, 40% of their business is military contracts (The Business Journal, 11/29/02). Now a Saudi prince is trying to purchase the company. In spite of the fact that the majority of the 9/11 hijackers were Saudis, Robert Perkins, counsel to the inspector general for AID) said, "The Saudis are no different than the Brits or the Germans or anybody else. I don't see it as a problem."

The following departs somewhat from the subject of this report and could be pursued indefinitely, but gives a perfect example of this intricate, widespread pattern of corruption, governmental complicity and deceitful ownership working in concert with the Indian/Muslim one-world religion movement to destroy America. The Clinton administration gave the security contract for the Oklahoma City Murrah building (at the time of its bombing) to the small firm Teg Security (its only federal contract), which was apparently a subsidiary of Akal Security, headquartered in China and owned by Sikh Indians (click here). Akal also took over security from the U.S. Marshals Service for the 7th and 9th Judicial Circuits. The Justice Department has hired almost 1000 of their officers (which may help explain why the topic of this paper remains uninvestigated). Larry Homenick was a former U.S. Marshall working with Akal on their court security and was, coincidentally, Timothy McVeigh's guard.

This Sikh group was started in the '60s by an Indian named Siri Singh Sahib Bhai Sahib Harbhajan Singh Khalsa Yogi-Ji, or Yogi Bhajan for short. Bhajan heads Akal. Clinton said Bhajan cured his throat ailment in 2000 with an herb. On the summer solstice every year thousands of Sikhs from all over the globe come to New Mexico, where their U.S. headquarters are located, for religious fellowship. One of the leaders under Bhajan was indicted in 1988 for trying to smuggle 22.5 tons of marijuana into the U.S. They were also under federal investigation for hiring people with records as guards.

Furthermore, the group owns and produces so-called "health foods" like Golden Temple products and Yogi Tea. Yogi tea and other health teas have traces of the carcinogen DDT because they are made in China and India where DDT is used. Most health food products, such as those by Golden Temple, etc., contain the toxic soybean or soy-derived additives, i.e. isoflavones. What better way to destroy America than by poisoning us? Isoflavones are phyto-estrogens, i.e. plant derivatives of the female hormone estrogen. Their needless addition to foods by commercial producers, along with popular soy substitutes such as soymilk and soy infant formula, is poisoning America by causing sterility, cancer and feminizing the our male population into submission. Interestingly, the Muslims have also moved into food production. One of the Saudi companies being sued for participation in the 9/11 attacks is the Al-Rajhi Banking & Investment Group, and several members of that family own part of Al-Watania Poultry, Mar-Jac Poultry and Piedmont Poultry. The health effects from hormone feed additives in poultry are well-documented, so America is now at the mercy of foreign food producers in our own country.

Akal also has a joint venture with Osama A. Ghazzawi of Saudi Arabia to form Imperial Falcon Global Security. Ghazzawi had over 20 years experience with Nojud International Development Co., a construction firm. This illustrates the international cooperation that exists between these various foreign commercial interests.

MORE ON BALFOUR BEATTY

Balfour Beatty, the company that used inferior Chinese bolts, has a cloudy history. They have recently been under an FBI investigation for their construction of an Amtrak system in Connecticut and were barred from doing business in Pennsylvania. One source I spoke with in Pennsylvania said that BB got a contract to widen a major road, but purposely dragged their feet in constructing it, which caused great traffic delays during construction. They wrote the penalties off their taxes but still got paid. They were later banned by the Pennsylvania Department of Transportation.

Quoting the Hartford Courant (8/24/00): "Amtrak officials said they must review the companies' records to determine if certain bolts and clamps were tested properly, and whether zinc-plated clamps that are used on Connecticut's moveable bridges were altered or another type of clamp substituted...The government probe occurred after the $321 million contract awarded to the joint venture of Balfour Beatty and Massachusetts Electric grew to $680 million...Specifically, Amtrak is seeking records that identify where zinc-plated clamps and stainless steel beam clamps were used; whether inspections or control checks were performed on beam clamps and tie wraps; whether contract specifications were modified regarding the use of anchor bolts; and how messenger clamps were used."

The Connecticut incident was one of BB's more minor scrapes with the law. Quoting the March 1999 issue of mining-journal.com: "The month in London has been overshadowed by the trial of Geoconsult in the Central Criminal Court. The company acted as NATM consultant to main contractor Balfour Beatty on the ill-fated Heathrow Express tunnels which suffered serious collapse without injury or loss of life in the early hours of 21st October, 1994...Balfour Beatty pleaded guilty before the start of the proceedings...[and] were fined 1.2 million [pounds], the biggest single fine ever for offences under the Health & Safety at Work Act."

Balfour Beatty is also one of the British government's favorites, having received subsidized contracts. One was about to cause a war in the Middle East. From a British website:

"Balfour Beatty is one of the government's favourite construction firms. It was due this week to bid to run part of London Underground under the government's privatisation plans. New Labour minister Nick Raynsford has also put together a consortium, which includes Balfour Beatty, to bid for reconstruction work in Turkey.

"The government wants to give the firm 200 million pounds to underwrite its bid to build the Ilisu dam in south eastern Turkey. It will drive over 20,000 Kurdish people from their homes, flood the ancient city of Hasankeyf, and create tensions between Turkey, Syria and Iraq over access to precious water reserves. FBI agents raided an offshoot of the firm in Massachusetts last month. They were investigating the misappropriation of hundreds of thousands of dollars in a deal with US rail company Amtrak. Balfour Beatty's dodgy history includes:

"Involvement in the 'trade for aid' scandal surrounding the Pergau dam in Malaysia in the 1980s

"Building the Heathrow tunnel-which collapsed

"Its parent company, BICC, being banned from bidding for public contracts in Singapore in 1996 because of corrupt practices.

"Balfour Beatty is also in court in Lesotho, southern Africa, facing charges of bribing a government official with 1 million pounds...Labour-run Coventry council has just awarded it a 15 million pound contract to revamp the city's Priory Place."

The above mentioned Malaysia trade scandal consisted of a deal wherein aid was given to Malaysia in return for their promise to buy weapons from British companies. It should also be added that in the eighties they built a dam in Sri Lanka that had an irreparable leak, and last year were named one of the UK's top twenty polluting companies. Balfour Beatty was also involved in fraud in the British Virgin Islands where they have a lock on government infrastructure, and was linked to the Enron accounting firm of Arthur Andersen.

Possible Relationship Between Balfour Beatty and Osama bin Laden

Regarding the BB construction of the Ilisu Dam in Turkey, I found a possible connection between BB and Osama bin Laden. The following Internet report is undated but was evidently written before Sept. 11, as no mention is made of the WTC attacks:

"There are ominous signs that Osama bin Laden's terrorist network is targeting Iraqi Kurdistan to be infiltrated and use it as another base of operation for his terrorist organization Al Qaeda (The Base)...A group, under the name of Jund Al' Islam (Soldiers of Islam), of bin Laden mercenaries has appeared in recent months under the command of a self-styled Amir of Islam...The modus operandi of the group and their destructive doctrines they preach, plus being flush with funds and weapons, have all the hallmarks of a bin Laden operation. Analysts in Kurdistan are convinced that the group's real agenda is to destabilize the Kurdistan region through terror and coercion in order to undermine the regional authorities..."

Dr. John Coleman has stated for some time that the British/Committee of 300 have wanted to get their hands on the oil in Kurdistan territory. It seems very coincidental that the British subsidized Balfour Beatty to build a dam in Turkey which would destabilize the area, while simultaneously bin Laden's terrorist group makes a well-funded appearance in the area to further destabilize the region. Besides making thousands homeless, the dam could have decreased the flow of the Tigris River by half (which brings to mind the Biblical prophecy of China attacking Israel from the East-cutting off the water flow would allow such a military invasion). However, to temporarily appease environmentalists, in November 2001 BB opted out of the project, but their spokesman said that this did not necessarily mean the project was over.

Also, BB has done work for the company Chicago Beach Ltd., a deceptively-named company really owned by Sheik Mahoummod bin Rashid al Maktoum, ruler of Dubai in the United Arab Emirates. Dubai was one of three entities to officially recognize the Taliban government before 9/11 (Bradenton Herald, 5/4/02). There is evidence that ten of the 9/11 hijackers carried Dubai documents, and at least three were funded through Dubai banks, including ringleader Mohammed Atta (CNN, 10/22/01). In 1999, U.S. officials went to UAE to investigate bin Laden's money laundering through the government-run Dubai Islamic Bank. The government subsequently restructured the bank, but denied bin Laden's involvement. After 9/11, the UAE froze assets in accounts belonging to 26 different parties, which were predominantly located in the Dubai Islamic Bank (Le Figaro, 11/1/01).

Chicago Beach is the firm that constructed the Burj al Arab hotel in Dubai, which is the tallest hotel in the world (1052' high). BB was one of the contractors on this $1 billion resort complex, and has done other work in Dubai such as at Sheik Mohammed's palace. In addition, HBG's subsidiary Interbeton has done work in Dubai. Osama bin Laden's family business, the bin Laden Group, has also constructed buildings in Dubai, such as the Al Musa Tower. Also, the ruling family of Dubai owned a significant amount of stock in the bank BCCI Middle East, along with the Saudis and others (Coleman, 1997).

Furthermore, according to French sources (Le Figaro, 11/1/01), in July 2001 Osama bin Laden was seen in a Dubai hospital for his kidney condition, and met with a CIA agent. Between 1996 and 1998 bin Laden made several business trips to Dubai.

The boosting of Muslim nations' terrorist capabilities did not occur in a vacuum during the Clinton's presidential terms. New documents have emerged that prove that Clinton's Commerce Dept. was illegally allowing countries such as United Arab Emirates, in addition to China, to purchase military weapons (Newsmax, 8/02). The Clinton administration had signed agreements with UAE's Crown Prince Khalifa to sell $6.4 billion worth of F-16s that are more advanced than any in the U.S. military. For some unexplained reason, these and similar classified documents were in the possession of Chinese spy John Huang.

In closing, I can only speculate as to why Caltrans would award contracts to a company with such as poor track record and shady background as Balfour Beatty, and which has been banned by other transportation agencies.
