In 1946, congress passed the "Administrative Procedures Act" and created the "Fourth Branch" of government. All "laws" are to be published in the Federal Register, and time for public comment is supposed to be made. They don't follow this last part, usually, but then nobody knows, therefore won't look for the comment period.
Around 1948, all courts were changed to administrative courts, and Constitutional Law ceased to be practiced. It's still there, we just don't use it.
