Remembering the Solar Eclipse of June, 1982 and the GARN-ST.GERMAIN ACT signed by Reagan that year
The embedded link points to Dr. Boylan's advisory on the July 22 "Eclipse of the Century". I apologize for mingled/mangled thoughts, that must have been confusing. Repairing what was posted requires adding info about a _pair_ of 30 Gemini eclipses that show special significance in the record of events.
(More confusion: The 11 August 1999 Total Solar was also called "Eclipse of the Century". That was _last_ century. The two 'most powerful' eclipses occurred a month shy of 10 years apart.)
Many will remember the solar eclipse of 21 June 2001, but that one occurred shortly _after_ solstice, in the first degree of Tropical Cancer. To find an eclipse of the Sun in the last degree of Gemini, we have to turn back to 21 June 1982. Regarding this pair of eclipses...

Solar eclipse effects are very often observable in events around 90 days later. On 21 June 1982 a remarkably powerful YOD was in force, pointing to Chiron (wounded healer) and Venus (cultural values) separated by only a few arc-minutes of longitude in 25+ (26) Taurus (traditionally, 'ruled' by Venus). The 'Finger of God' (higher-dimensional) energy streamed in from no less than Neptune (26 Sag) and Pluto (25 Libra), the great 'generational planets' with the slowest orbital velocity, indicating that the 'cosmic agenda' tasked to Chiron/Venus would play out 'over the course of a generation'.
The CED 1982 timeline compiles events occurring about 90 days after the June '82 eclipse, in mid-September, 1982:
September 14: Bashir Gemayel, president-elect of Lebanon since August 23, is assassinated when a bomb demolishes the headquarters of the Lebanese Christian Phalangist party in East Beirut. At least eight others are also killed. *Princess Grace of Monaco, the former actress Grace Kelly, dies at age 52 of injuries sustained in a car crash the day before.
September 15: Sadegh Ghotbzadeh, who became foreign minister of Iran shortly after U.S. hostages were seized in Tehran in November 1979, is executed by firing squad. He had been convicted of plotting to assassinate Ayatollah Khomeini and attempting to overthrow the government. As official spokesperson for Iran, Ghotbzadeh appeared on U.S. television many times during the hostage crisis. *Philippine President Ferdinand Marcos arrives in the U.S. for an official state visit, his first in 16 years. Two days earlier five Democratic senators had sent President Reagan a letter protesting the visit, saying it could be interpreted "as a sign that your administration condones the repression of the Marcos government." During an appearance before a group of congressmen, Marcos asserts that "there was no such thing as human rights" in the Philippines until he imposed martial law. *PLO leader Yasir Arafat meets at the Vatican with Pope John Paul II and in Rome with Italian government leaders.
September 17: British Prime Minister Margaret Thatcher arrives in Japan on the first leg of her first official visit to Asia. After her arrival in China, Thatcher and Chinese officials discuss a wide range of topics, but none so pressing as the future of the British crown colony of Hong Kong. China seems certain to claim sovereignty over Hong Kong but appears willing to make certain concessions to ensure its continued prosperity.
September 18: It is revealed that as many as 600 refugees may have died in the massacre that took place two days earlier in Lebanon.
September 21: Players in the National Football League (NFL) go on strike against all the league's 28 teams. It is the first in-season strike in the history of the NFL. *Amin Gemayel is elected president of Lebanon by Parliament. He is the elder brother of Bashir Gemayel, who was president-elect until being assassinated on September 14.
September 22, 1982: President Reagan signs legislation ending a four-day strike by 26,000 locomotive engineers which had shut down much of the nation's railroad system. *Bolivian Finance Minister Alfonso Revollo reveals that his country is not able to pay $50 million in foreign debts that came due earlier in the month. The International Monetary Fund refused to comply with Bolivia's request for help.
President Reagan signs classified National Security Decision Directive 55, Enduring National Leadership. The directive authorizes a dramatic expansion of the highly secretive Continuity of Government (COG) procedures, intended to ensure the survival of the federal government in times of extreme national emergency. NSDD-55 will spawn a new wave of ultra-secretive programs and policies aimed at protecting the federal government during disasters, particularly in cases of prolonged nuclear war. A clandestine branch of the Federal Emergency Management Agency (FEMA), known as the National Preparedness Directorate, will oversee many of the revamped COG programs. President Reagan’s directive substantially boosts spending for “government preparedness” within FEMA, from $21.9 million to $131 million a year. Spending for civil defense within FEMA is increased as well. Also around this time, a highly clandestine agency, the National Program Office (NPO), is established by way of a top-secret presidential directive (see (1982 -1991)). It is unclear, however, if this directive is NSDD-55, which is classified and never made public. NSDD-55 will be briefly mentioned years later in media reports, but details of its contents will remain unknown. Some information regarding the document’s background will be confused in the press. Cox News Service will mistakenly identify the order as National Security Directive 58, while the New York Times will report it was signed in January 1983. Records gathered by the Federation of American Scientists will date the directive September 14, 1982.
Not quite 90 days after the solstice of June 1982 the record shows that legislation was signed into law by Chief Executive Reagan that is now lamented by many conspiracy researchers.
However, the YOD from Neptune and Pluto to Venus-Chiron at the solstice eclipse points to a long-term involvement of planetary finance (Venus) in a process playing out as 'wounding/healing (Chiron). This suggests an alternative interpretation overlays congruently the now-popular conspiratorial view of Reagan:

The Washington Independent is asking Who Will investigate the Causes of the Financial Crisis? and apparently Congress is mulling over setting up a congressional committee to investigate after all.
But the list of possible names for the panel has a few huge clunkers on the Republican side in particular, most notably former senator from Utah Jake Garn, the same financial deregulator who sponsored the Garn-St. Germain Act signed by Reagan in 1982.
This would be the act that allowed Savings & Loan Associations to run amok with speculations that led directly to the S&L collapse (from which a certain member of the Bush dynasty had to be rescued by Poppy and the American people.)
From the above we may glean hints about what to anticipate around 90 days after the "Eclipse of the Century" of 21-22 July. That would be October, which promises to be memorable, but no more than September.
