Thanks, WhoGains - my 'antennae' agree. :) If I may, let me join you in thinking-out-loud on this. I'll use what might be thought of as Judeo-Christian references but I have no particular religion in mind - rather, most of us in the West have these references already in our 'pattern recognition files' and can relate to their intended meanings, making them handy for us to use when other words either are not available or "miss the mark" in this regard.
Chapter One: God, whatever "God" is, made the heavens and the earth, etc.
Chapter Two: Man fell. :-)
Man fell in consciousness; he lost awareness of The Garden state of experience and found himself "in the dust" instead, ekeing out a living, building cities, etc. Nowhere is it written that the Garden was taken away; rather it's said "man was driven out". Metaphorically this could mean, "Man is still in the Garden but can't experience it," perhaps because Man's "vibratory rate" is presently too low for that.
What would 'dampen' Man's vibratory rate? Presumably all sorts of things could contribute to it, including what's described as merging with "foreign flesh". Some think this is a reference to interracial marriage - but I suspect it might be descriptive of ingesting earthy materials that are not rightly part of the Design for "human physical body" - excess fluoride, for example; possibly animal meats; etc.
Regardless of whether that idea is valid (and I have some doubts about it myself), I think we could say more generally, "Man's vibratory rate is lowered whenever he turns the face of his heart-response to what's present in the world of Creation instead of to its Creator" - that is, when we respond 'downward', we go down; when we respond to that which is higher, we go up, vibrationally and in consciousness (and probably mentally and physically, too).
At its most fundamental level it's a resonance or "tuning fork" effect, and we have "free will" choice concerning it - all of us do; each of us does; both "the meek" and "the self-styled elite" have this choice, moment by moment by moment, as to where the "face of one's response" shall be turned. Repeatedly in the Bible: "I -turned-, and saw the voice that spoke with me." New understanding becomes available, when we "turn" from giving our heart-response to the world of Creation and re-turn it instead to the Creator.
I cyber-met a woman once who had an entire healing practice (called Sunan, I think) based on "health through the release of self-judgment". She said this: "At any given moment Love is the highest vibration in the universe. Judgment," on the other hand, "has no vibration".
I 'heard' that she was correct about this but it was some time before my li'l human brain could fathom how this might be.
Then I began to see it. Whenever we "judge" something as either good or bad, what we're doing is "fixating" the judged thing in our minds, in the condition we believe it to be in in the moment of judging it.
If it's a person, for example, we essentially take the position, "_Now_ I see you for who/what you really are; and you'll not fool me again, because I'll [forever] remember this 'truth' about you that I now have seen."
Essentially we "freeze the moment", insofar as our experience of the judged person or thing is concerned - but we're freezing it only for ourselves, not for anyone else; what we're freezing is a piece of our own consciousness - and surely that must lead to some kind of trouble, for _us_, not for the other person, because we have 'damped' exactly that much of the 'vibratory rate' of our own consciousness.
My cyber-friend's healing practice was demonstrating this to her, daily. As she assisted her 'patients' to let go of self-judgments, she was able to watch the physical returns to health and wholeness that went along with it.
In examining my own thoughts along these lines, I find it's not possible to release self-judgments without also (and perhaps first) letting go any judgments I may have about others as well - and that also makes sense. If "judgment has no vibration", then any judgments I have about other people or other circumstances must also be 'freezing' those bits of my consciousness, keeping them at too low a vibratory rate, a rate that is inherently unnatural to human health and well-being.
"Judge not," we were advised; and "In all things, give thanks," the very opposite of judging. "The Lord is my shephard; I shall not want," could have two meanings - "I shall not go without" is one, and "I shall not judge that there should be more here than there already is, shall not judge that things should be different in this moment than they are in this moment."
"The road to hell is paved with good intentions," we've heard. It's because "good intentions" signifies, "I've judged the situation is not good and I'm sure I can make it better." But better for who? Better by what measurement? Are we doing it because Love is urging us to do it? Or are we doing it for some other, judgment-based reason? Surely the outcome would unfold according to the spirit, attitude and motivation in which the thing is done - is it "the highest vibration in the universe" we're resonating with, or is it "the thing that has no vibration"?
"As ye give, so also shall ye receive." Well - better give Love, then; because anything else can only be less. :)

...in which case, THEM would become "us". :) I agree - I think that the more of us who "study war no more" and who turn from the "fear hors deuvres" being passed to us on a platter, the 'higher' the resonance will result and the more easy it becomes for others (even THEM) to make the same choice.
As you indicated in what you wrote, THEY should be praying for us to succeed, actually. The "workers who arrived in the field at the eleventh hour" may also receive "a full day's wages" along with those who woke up and went to work earlier in the day - that is, while Life remains, one still may choose whether to go down (keep a damped vibration) or go up (live increasingly 'in tune' with the highest vibration in the universe).
Surely somewhere in this is "the mechanics" of how the expected inter-dimensional shift would take place or be realized in the experience of human beings everywhere.
I'm reminded again of the idea of Truth and Reconciliation Courts, and the suggestion that whether such Courts will work successfully is up to "us" - that if we're ready, able, and willing to extend mercy and forgiveness to those who will "own up" to all the low-vibration things they have done on earth, those Courts could "clear the decks" and free us to move successfully into the "new heaven and the new earth" suggested by an "inter-dimensional shift" that apparently will be coming. And: "As ye give, so also shall ye receive." I vote for mercy and forgiveness, then, for any who will choose to come into position to receive them.
