African leaders struck a rare consensus on the formation of a Union Government for Africa on Sunday, announcing the immediate formation of the AU Authority with a stronger mandate to run African affairs.

The AU Authority, which replaces the current African Union Commission, will be proclaimed in July, when the African leaders meet in Madagascar.

The United States of Africa is a name sometimes given to one version of the possible future unification of Africa as a national and sovereign federation of states similar in formation to the United States of America.
The idea has been spearheaded by Libyan leader Maummar al-Gaddafi, who is eager for a union government, with other African leaders calling for a gradual process towards the formation of the United States of Africa.

Addis Ababa - The African Union Commission will be transformed into a new AU Authority, as a compromise step toward eventually forming a continent-wide government, the bloc announced Sunday.

AU Commission chairperson Jean Ping told reporters that the new authority would have a broader mandate than the existing commission. The body will be headed by a president and a vice president, and the commissioners will become secretaries charged with portfolios.
"In principle, we said the ultimate is the United States of Africa. How we proceed to that ultimate, there are building blocks," he told a press conference.
"We are creating an institution with a bigger mandate, with bigger capacities, which moves us toward the goal of the union government," Ping said of the new authority.
Governments will still retain their sovereignty, as under the existing system, he added.
