The Russians are building tremendous new nuclear/biological and chemical weapons
systems--all with the assistance of US technology transfers. They are deploying on
average, 3 new Topol-M 6th generation ballistic missiles per month. We built our last MX
over 10 years ago, and are disarming unilaterally. Further, the Russian are building huge
underground nuclear bunkers and weapons production facilities in the Ural Mountains,
clearly intended to function during a nuclear war. The US intelligence community (under
both Republican and Democratic administrations) knows this and are actively covering for
the Russians, so the American people won’t become alarmed.
Both Republican and Democratic administrations have been supplying the Chinese with high
technology weapons systems for years, knowing that they, in turn, are supplying other
enemies (Iran, Iraq, Pakistan, North Korea) as well. Both Russia and China continue to
protest against any US anti-ballistic missile system, even though such systems are purely
defensive. It doesn’t take a genius to understand that ABM systems only threaten someone
who intends to launch ballistic missiles someday.
President Clinton directed our military to absorb a nuclear first strike rather than
“launch on warning” (our only true deterrent to a first strike) and to prepare to
“retaliate” afterward. That first strike will take down all command and control, all
bombers (since none are on alert), most missiles, and all satellite and submarine
communications.
According to the House Armed Services Committee, the following reductions have taken
place during the Clinton Administration: Strategic and General Purpose Forces from 1990
to 1997: B-52 Bombers have gone from 220 to 56. B-1 Bombers from 90 to 60; Strategic
Defense Interceptor Aircraft from 36 to 0; and Army Divisions (1990 to 1997) have gone
from 18 Active down to 10. Reserve divisions have gone from 10 to 8. Army Brigades (1990
to 1997) have declined from 8 Active to 3 and Reserve brigades have gone down from 27 to
18.
What will you do about it?

Libyan leader Moammar Gadhafi slammed the United States in a speech Saturday to mark the
32nd anniversary of his rise to power - saying the nation was run by 400 powerful
families and mocking it for being afraid of Osama bin Laden.
In a 2 1/2-hour speech, Gadhafi expounded on his vision of a perfect society in which,
for instance, people economize on water by buying smaller drinking glasses. He said taxes
are a waste of ink and the paper the forms are printed on.
The speech culminated two days of celebrations marking Gadhafi's coup that ousted King
Idris on Sept. 1, 1969, while the aging monarch was out of the country. Gadhafi, who was
27 at the time of the revolution, is now 59.
Most of the festivities took place Friday. African groups danced in Tripoli's streets.
Gadhafi threw an open-air banquet for his guests - including several African presidents -
and he presided over the graduation of police and army officers.
Dressed in a khaki safari suit, Gadhafi appeared relaxed Saturday as he addressed members
of the country's General People's Congress, a legislative body whose members are elected
indirectly through a hierarchy of people's committees.
In Libya, there is no president, no parliament and no Cabinet. Gadhafi holds no formal
office and, in theory, Libya is a jamahiriya, a state of the masses, governed by the
populace through local councils. In fact, though, Gadhafi is the absolute ruler of the
country of more than 5 million.
In his speech, Gadhafi said the system of government in the United States, which he has
long been at odds with, is "antiquated and should be thrown in the garbage. It belongs in
the museum." He said parties in Britain are just "clubs for noblemen and lords."
"America is not a democracy. ... It is governed by 400 families that control power and
arms," Gadhafi said. He did not say which families.
He also said that Saudi terror suspect bin Laden, "a thin man with a weight of about 50
kilograms (110 pounds) and armed only with a Kalashnikov (assault rifle)... scares
America more than the former Soviet Union did."
Gadhafi even accused U.S. labs of developing the AIDS virus.
He also said that the school system in the age of the Internet should be modernized to
allow today's generation to begin specializing in their majors around the age of 14,
after intermediate school, instead of waiting until university schooling.
Gadhafi said he learned how to use the Internet in 1998, two years after its introduction
in the country.
Toward the end, he pulled out a sheet of paper listing yearly incomes in different
countries and said he would like to have the personal income in Libya rise from $5,000 a
year to about $24,000. He asked the congress members to come up with an economic plan on
how to hike salaries and, at the same time, save money.
With respect to savings, he held up a glass of water and said it was too big, and people
could not possibly drink all the liquid they poured into it.
Smaller glasses would stop
them from throwing away excess liquid, he said.
Gadhafi's relations with the United States have long been strained. In 1986, U.S.
aircraft bombed Tripoli, and the U.S. government imposed the sanctions it still
maintains. The U.S. State Department considers Libya one of seven countries that sponsor
terrorism.
Dogmas take endless forms, and when you can persuade different people to hold opposing
dogmas, the manipulation of conflict and control through "divide and rule" becomes easy.
It is happening today in the same way - more so, in fact - as it has throughout human

Cheney: Bad Guys - Catch Bad Guys
WASHINGTON (AP) - The CIA must change its policy of not paying operatives with ties to
terrorist groups when working to uncover schemes against America, Vice President Dick
Cheney said Sunday.
Cheney suggested on NBC's ``Meet The Press'' show Sunday that the policy might be tossed
in the wake of the destruction of the World Trade Center and an attack on the Pentagon.
``If you're only going to work with officially approved, certified good guys, you are not
going to find out what the bad guys are doing,'' Cheney said. ``You have to have on
payroll some very unsavory characters. This is a mean, nasty, dangerous, dirty, business.
We have to operate in that arena.'' Ah.....say there Cheney...you already do, they are
called Federal Agents, of all Branches. They are the REAL Terrorist's here in America.
Cheney also said that CIA director George Tenet should not be used as a ``scapegoat'' in
the wake of the terrorist attacks. Why not, you are using Bib Laden as a 'scapegoat'?
``I think George clearly should remain as director of the CIA. I think he and his people
do good work,'' Cheney said.
Cheney said security in America's airports must be tightened. Transportation Secretary
Norman Y. Mineta is forming a task force to make recommendations to him by Oct. 1.
``They needed boxcutters, knives, razorblades and an airline ticket and that is it,''
Cheney said. ``They, in effect, turned our own system against us.'' This guy needs
to have another Heart Attack, he is making no sense what-so-ever.
While the CIA had no prior knowledge of the attack last Tuesday, Cheney said the agency
has thwarted other recent terrorist plots, ``often in ways we can never talk about.''
Yea, right. You mean you can't talk about the fact that the Trade Tower bombings were
a CIA operations........THAT is what you can't talk about!!!!!!!
``But our intelligence is never going to 100 percent effective,'' Cheney said. ``The key
is to go eliminate the terrorists.'' No.....the key is to elimante the United States
Government. That would stop 90% of the Terrorists activity around the World.
Other members of the Bush administration are also calling for strengthening the nation's
ability to thwart terrorists( in other words, removing more of your Civil and
Constitutional rights).
Attorney General John Ashcroft said Sunday that the administration would ask Congress for
wider latitude in tapping the telephones and computer lines of suspected terrorists (and this guy CLAIMS to be a Christian??!! If he is, the World has stopped rotating
on it's axis!!).
``In terms of wiretapping...its easier to get a wiretap against a drug dealer or someone
who's involved in illegal gambling than it is against terrorists,'' Ashcroft said on
``Fox News Sunday.'' And , of course, against you and me.
Ashcroft also says the nation needs better legal tools to identify and prosecute money
laundering by terrorists.

One of the scenes imprinted in my psyche was when the prison van left the court in
Liverpool with the two young boys accused, and later convicted, of the murder of the
toddler, James Bulger.
In the wake of this terrible event, those who condemned the two boys for their violent
actions proceeded to attack the prison van and screamed that they wanted to kill the kids
inside. The mentality that can condemn murder and violence while seeking retribution by
the same means must tread the very depths of hypocrisy and self-delusion.
So it is with the oh so predictable attacks on innocent Muslims in America and Britain,
people who are no more responsible for what happened in New York and Washington than
those who are now seeking to cause them harm for the crime of being a Muslim in a country
where the Illuminati government has launched a coldly calculated, pre-arranged,
propaganda campaign to demonise the Arab world for its own sick and despicable ends.
The same happened after the Oklahoma bombing in 1995 when rumours that an Arabic group
were responsible (the bombing was ordered by George Bush Sr.) began to circulate and
the conditioned confusion is such that Arab people are now pointing out that it was
actually an American OPs., that turned out to be responsible. So here we have
Americans believing that Arabs were behind the horrors of this week while Arabs are
saying that people should remember that it was American right-wing fanatic's who
stood behind the Oklahoma bomb (specifically the ATF). But BOTH have been manipulated to
believe a falsehood. Bin Laden was not the man behind the events of this week and McVeigh
was not the man who destroyed the Murrah building. The same force was behind both
atrocities and bin Laden and McVeigh are just the fall guys to hide that fact.
The child-like mentality that is now causing suffering for Arabic people in the U.S. and
elsewhere has clearly given up any pretence at rational thought. Terrible violence has
been perpetrated on the occupants of the Pentagon and the World Trade Center (some of
whom will have been Arabic themselves no doubt) and so these silly people believe that
they must be violent and hostile to anyone who happens to be of the same genetic stream
as those the government is WRONGLY accusing. Beam me up Scotty, it's mad down here.
This is classic example of how the human race is divided and ruled. The manipulated
masses of one country are played off against the manipulated masses of another country or
countries. What we all need to understand is that it is those who RULE the people within
all countries, races, and religions, that we need to focus on because THESE RULERS ARE
CONTROLLED BY THE SAME FORCE!!
The Arab peoples are manipulated and herded by their Illuminati rulers just the same as
Israeli people or Americans, Australians, and elsewhere. It is we, the manipulated people
who need to unite and recognise our common desires and interests.
Instead, like these ridiculous people who are attacking those of Arabic origin, we allow
ourselves to fight among each other and therefore play the very game the Illuminati

The leader of Afghanistan's Taliban regime today warned Muslim people all over the world
to be ready for a holy war to defend the Islamic faith.
Mullah Mohammad Omar said all Muslims should defend Afghanistan and "should be ready for
anything to make a sacrifice for Islam".
Speaking on the Taliban Voice of Shariat Radio, Mr Omar on Friday urged Afghans to
prepare for a US assault and stand steadfast "against the enemy".
Exiled Saudi millionaire Osama bin Laden - believed to be hiding out in Afghanistan - is
suspected of being responsible for the attacks on the Pentagon and the World Trade
Centre.
The Taliban also vowed to take revenge against any country which attacked it.
"Death comes to everyone. We must stand proud as Afghans in the defence of Islam," Mr
Omar said.
"Believe in God, for with the grace of God the American rockets will go astray and we
will be saved."
In his radio address, Mr Omar said he would die rather than back down. "I am not afraid
of death or of losing power. I am willing to give up power and my seat, but I'm not
willing to give up Islam," he said. "We shall be victorious."
He also stated: "Be ready for jihad (holy war). Each Muslim should ready for a jihad
against this and be ready for his religion if there is a need for him to sacrifice
himself for Islam and his belief, and make a sacrifice for the symbol of belief in
Islam."
Taliban spokesman Abdul Hai Muttmain said: "If a country or group violates our country,
we will not forget our revenge."
He would not say how the militia would retaliate. Bin Laden has been living in
Afghanistan under the protection of the Taliban since 1996.
The hard-line Islamic militia refuses to hand him over until Washington provides
convincing evidence of guilt.
In a written statement on Friday, Mr Omar said US investigators were trying to link bin
Laden to this week's attacks "unjustifiably and without any reason".

"The Gulf War was one big lie from beginning to inconclusive end."
American/British Terrorism and Genocide of the Iraqi People, 1991—Present Day
Even the name "Gulf War" is a lie. The so-called Gulf "War" of 1991 was in fact a
one-sided American/British state terror campaign directed primarily against the entire
Iraqi civilian population and infrastructure. 177 million pounds of bombs were dropped on
the people of Iraq in the most concentrated aerial bombardment in the history of the
world. In the 110,000 sorties of the six-week onslaught the cowardly American and British
pilots (and to a lesser extent French and Saudi pilots) mass-murdered at least 200,000
people, using depleted uranium missiles, napalm, cluster-bombs, fuel-air bombs, cruise
missiles and other so-called "smart bombs."
The slaughter of civilian people in the Amariyah bomb shelter was a prime example of this
American/British state terrorism. The large shelter was in a residential neighborhood on
the west side of Baghdad. Because of the bombing the neighborhood had no electricity or
water. People were living in the shelter, hoping to escape from the bombs. Most of them
were women, children, elderly, and invalids from a new housing development.
On Feb. 14th, 1991, at about 4:30 am while everybody was sleeping, an American Tomahawk
penetrator missile blasted through the steel-reinforced concrete ceiling of the shelter,
creating a huge hole about 6 feet wide. Minutes later a second bomb came through the
hole, exploded, and burned everyone inside to death. With this one strike
American/British war heroes murdered over 400 helpless people.
The Highway of Death
This brutal, bloody terror-campaign, romantically called "Desert Storm," was a cowardly
turkey shoot, a horrendous mismatch of military power. Not content with mere victory,
sadistic American forces even slaughtered Iraqi soldiers as they tried to flee in a
panicked retreat along the main highways from Kuwait to Iraq. It was known as the Highway
of Death.
Cowardly U.S. Navy and U.S. Air Force jet pilots caught one sixty-mile-long column of
fleeing Iraqi soldiers and Palestinian civilian families in vehicles on the Kuwait to
Basra highway — and pounded them ruthlessly with bombs and machine-gun fire.
The road, clogged by four lanes of one-way, bumper-to-bumper traffic, was carpet bombed
by B-52s dropping 1,000-pound bombs, and repeatedly hit with laser-guided missiles and
"smart" bombs.
All the Iraqi soldiers, as well as Palestinian workers and their families, were
slaughtered without mercy. The bloodthirsty American pilots gleefully described the
massacre as "shooting in a sheep pen."
Depleted uranium weapons
Bullets, shells and missiles tipped with radioactive depleted uranium made every weapon
in Iraq's arsenal obsolete. The higher weight of DU shells allows American tanks to shoot
twice as far, giving them a range of two miles.
During the Desert Storm terror campaign at least 944,000 rounds of DU ammo were fired
from American A-10 Warthogs all over Iraq and Kuwait. The A-10 is an aircraft built
around a 30mm, 7-barrel gattling gun that can spew 3900 rounds per minute.
When a depleted uranium tipped shell strikes a tank or armored personnel carrier it
easily penetrates the armor and burns the crew alive. The impact also vaporizes the
depleted uranium, creating an aerosol of radioactive heavy-metal particles which can
spread as far as 190 miles on the wind.
When inhaled or ingested, the depleted uranium particles cause chemical and radioactive
damage to the bronchial tree, kidneys, liver and bones. Cancer often results, and the
effects can even include genetic damage.
The Dutch Laka Foundation estimates that the United States terror campaign left behind
300-800 tons of radioactive waste from this ammunition all over Kuwait and Iraq —
poisoning the air, the land, the water and the people everywhere.
Afterwards, wherever the depleted uranium firing had been concentrated, there were cancer
epidemics among Iraqi civilians living nearby. In the ten years since then, sanctions,
polluted water and depleted uranium together have killed somewhere between 1,000,000 and
2,000,000 Iraqi civilian people. At least 600,000 of the dead are children. Cancer rates
have quadrupled in areas of southern Iraq bombed by the American and British state
terrorists.
The American/British terror campaign continues to this day.
Since it began, thousands of Iraqi babies have been born with horrible birth defects.
This is something that has never before been seen in Iraq.
More than 120,000 American Gulf War veterans are chronically ill — suffering from Gulf
War Syndrome. A U.S. Department of Veterans study of 251 veteran's families found that
67% had children with severe illnesses or birth defects.
From Rogue State
In 1995, Iraqi health officials reported alarmingly high increases in rare and unknown
diseases, primarily in children, and presented a study of this state of affairs to the
United Nations.
The increases occurred in leukemia, carcinoma, cancers of the lung and digestive system,
late-term miscarriages, congenital diseases, and deformities in fetuses, such as
anencephaly (absence of a brain), and fused fingers and toes, not unlike those found in
the babies of Gulf War veterans.
The Austrian president of the International Yellow Cross, Dr. Siegwart Gunther, stated
that there was one significant common denominator: the allies' use of depleted uranium in
the bombing of Iraq.
Cluster bombs
The Gulf "War" terror campaign saw the most intensive use of cluster-bombs in the history
of armed conflict, both air and ground delivered. Southeast Asia, particularly Laos, was
more extensively saturated with the deadly weapons during the racist genocide campaign
known as the "Vietnam War." But the American war crimes against the Iraqi people were
committed in a more concentrated, high-tech form.
Over the course of only 43 days and nights, approximately 62,000-80,000 air-delivered
cluster bombs were dropped on the Iraqi people by the American-led state terrorists. In
addition, 10,000 MLRS rockets and 100,000 "Dual Purpose Improved Conventional Munition"
artillery shells were fired. All this translates to about 24-30 million "submunitions" or
bomblets. Assuming a dud rate of 5%, it is estimated that the number of dangerous
land-mine cluster bomblets lying on or just under the surface of the ground in Iraq and
Kuwait would be from 1.2 to 1.5 million. At least.
In the desert, however, the percentage of these duds rose to 30%. So the number of
unexploded ordnance still lying in wait for unsuspecting Iraqi children and civilian
people could be as high as 7 to 9 million bomblets.
The US General Accounting Office (GAO) reported that at least twenty-five US military
personnel were killed and many more injured by these submunitions — fired by their own
forces.
A Human Rights Watch report says that of the estimated 24 to 30 million bomblets dropped
during the Desert Storm terror campaign, the 1.2 to 1.5 million (at least) that did not
immediately explode led to the bloody deaths of 1,220 Kuwaiti and 400 Iraqi people —
mostly children — and over 2,500 maimed. And that was in just the first two years after
the end of the "war."
With the passage of time cluster bombs become more unstable, making deadly accidental
explosions increasingly likely. American cluster bombs will butcher Iraqi children and
civilian people for many years to come, as they have done to the people of Southeast Asia
for the last 35 years.
Slow Genocide by Economic Sanctions

The Pentagon and CIA discovered their political limitations during the Vietnam Genocide.
The filthy American war criminals spent 14 years slaughtering over three million
Vietnamese people with carpet-bombing, napalm, Agent Orange, cluster bombs and racist
terrorization by hundreds of thousands of murdering, raping, baby-killing American
troops. And still they could not subdue the heroic Vietnamese people.
Fearing a repeat of that humiliation, the U.S. Corporate Mafia Government tried a new
strategy with the Iraqi people: bomb them into a pre-industrial condition and then grind
them into submission with sanctions. No need for invasion and occupation, the Pentagon
figured.
So the American/British war criminals systematically targeted Iraq's civilian
infrastructure. Schools, hospitals, factories and every industry connected to food
production, water purification and irrigation were targeted for destruction.
U.S. Air Force and Navy pilots destroyed a baby formula plant,
food warehouses,
pharmaceutical plants, fertilizer plants, pesticide plants, storage facilities,
refrigeration facilities, electrical generation and communication plants and every single
grain silo in the country. All these were destroyed in order to intensify the
impoverishing effect of the sanctions.
In the process, U.S. and British pilots slaughtered at least 200,000 Iraqi men, women and
children. And of course all these murdered human beings were dismissed by the Pentagon as
"collateral damage."
In the 10 years since that carnage, the United Nations estimates that over one million
Iraqi civilians — including 600,000 children below the age of five — have died as a
result of American sanctions alone.
One of the most important strategies of the 1991 terror-campaign against the civilian
Iraqi people was the bombing of numerous water-purification plants. After that the
American sanctions prevented Iraqis from getting enough replacement parts to repair most
of the plants.
So, just as the evil U.S. and British governments planned, the lack of clean drinking
water in Iraq has caused a massive human catastrophe. It is contaminated water, more than
anything else, that is killing Iraqi babies and small children, by the thousands, every
month. Because they are the most vulnerable they are dying from diarrhea and dysentery
primarily, and also diseases such as typhoid, hepatitis, cholera and polio — all caused
by bacteria and viruses within the contaminated water.
And just to make the whole diabolical scheme complete, the American sanctions also
prevent the Iraqis from acquiring sufficient medicine to treat these deadly diseases.
In an interview of Secretary of State Madeleine Albright on CBS's 60 Minutes,
correspondent Lesley Stahl asked her if the death of these 600,000 Iraqi children was
"worth it."

In December 1998, in order to intensify the suffering of the Iraqi people, the United
States and Britain began a campaign of continual low-level bombing of Iraq's
infrastructure, including strafing raids against Iraqi agricultural developments. In the
past two years the cowardly American/British pilots have flown over 32,000 sorties,
murdering at least 350 more civilian people, including many children, and injuring
another 1000 people as of mid-2001.

Particularly punished by the sanctions are the ethnic minorities in Iraq that were
already severely oppressed, such as the Christian Assyrians. These people have been
victims of Iraqi and Kurdish terrorism and oppression for generations, and now American
sanctions punish them too, along with everybody else. Perhaps more so because of their
already impoverished and powerless state.

White House Furious Over
Sen. Hatch's Secret Data Leak
WASHINGTON -- A senior senator's disclosure of highly classified information about the
U.S. terrorism investigation has infuriated Bush administration officials and led to a
clampdown on how much the White House will share with lawmakers.
Sen. Orrin Hatch (R-Utah), ranking Republican on the Senate Judiciary Committee, told
reporters hours after terrorists crashed hijacked jetliners into the World Trade Center
and the Pentagon that U.S. intelligence had intercepted a telephone call from a suspect
reporting to his handler that the targets in New York City and near Washington had been
hit.
"They have an intercept of some information that includes people associated with [Osama]
bin Laden who acknowledged a couple of targets were hit," Hatch told The Associated
Press. He made similar comments to ABC News and said the information had come from
officials at the CIA and FBI.
Electronic intercepts represent some of the most sensitive intelligence possessed by the
government. U.S. officials rarely discuss their content because to do so would reveal to
adversaries, including foreign governments, that American intelligence had penetrated
their sensitive communications.
Hatch's disclosure, with the possibility it would tip off terrorists that their
communications had been compromised, left senior officials of the administration
dumbfounded and angry.
"Well, that helps a lot!" exclaimed one official, who added an expletive for emphasis,
after learning of Hatch's comments.
Defense Secretary Donald Rumsfeld, without mentioning Hatch's name, said Wednesday that
such public statements risk undermining the investigation into Tuesday's attacks by
terrorists.
"It's important to underline that, when people deal with intelligence information and
make it available to people who are not cleared for that classified information, the
effect is to reduce the chances that the United States government has to track down and
deal with the people who have perpetrated the attacks on the United States and killed so
many Americans," Rumsfeld told reporters.
He described "people who ought to know better" who would disclose such information as
being "willing to violate federal criminal statutes and willing to frustrate our efforts
to track down and deal with terrorists."
A Pentagon official said Rumsfeld was concerned by Hatch's comments as well as others.
In an interview with the Tribune, Hatch testily denied he had disclosed any classified
information.
"I have been here 25 years and I have never violated a classified matter, and I never
will," Hatch said. He said no one with the Bush administration had contacted him about
his comments about the telephone intercept.
Hatch has not been the only lawmaker to emerge from classified briefings this week and
discuss sensitive information.
One side effect of such leaks, said Sen. John McCain (R-Ariz.), has been that the
administration's briefings in Room 407 of the Capitol, a secure facility, have become
gradually less informative.
Amid all of the leaking, McCain said, "I can understand then why we go to these meetings
in 407 and I receive much less information than I do from turning on the television set."
Sen. Dick Durbin (D-Ill.) called the briefings "a colossal waste of time.

Ex-President George H. Bush accused of
war crimes and political killings
Accusation no 1: Bush Alleged To Have Killed Japanese Fishermen:
Former US president and CIA chief George H. Bush, the father of the current US President
George W. Bush, has been accused throughout his life of being involved either with
terrorism, the Mafia, and drug trafficking, either during his time as CIA director
(1976-1977) or his term as Vice President (1980-1988) or President (1989-1992). Apart
from his alleged involvement in the CIA during the Kennedy assassination, he is also said
to have carried out violations of the Geneva Convention as a US fighter pilot during the
war. He was alleged to have killed Japanese trawler men in a lifeboat whilst a
fighter-pilot during the second world war. The latest person to make these allegations is
the former Panamanian dictator and CIA stooge, General Manuel Noriega, who is presently
serving a 40 year jail sentence in the USA. Calling Bush a "cold blooded killer", he
repeats the story that Bush had found Japanese trawler men in a lifeboat, who all had
their hands up, but Bush shot them anyway. According to The Observer, Bush has always
refused to respond to accusations that he killed Japanese trawler men whose ship he sunk
in 1944.(1)
In his interview with The Observer, Noreiga also alleged that Bush, when he was CIA chief
in 1976, was responsible for a bomb blast in Panama that destroyed a car owned by William
Drummond, a prominent US resident of the American occupied Canal Zone. He was a vocal
critic of the negotiations between the US and Panama, and the blast was said to have been
"arranged" by the CIA in an attempt to pressurise US residents to end their resistance to
the treaty. Noreiga says:
"the US embassy in Panama didn't known about 'Bush's scheme' and got nervous . . . so
Bush had to calm the embassy down - he created a problem to solve a problem".
Bush denies Noreiga's claims.
Bush was CIA director from 1976 until 1977. Some background information on this period
discussed by William Blum in The CIA: A Forgotten History. During the mid-seventies, the
CIA poured money into the Cuban exile terrorist groups such as Omega 7 and Alpha 66, who
used the US soil as a "safe haven" to launch attacks on Cuba and it's perceived
supporters in the US. In 1976, a bomb was discovered at the New York Academy of Music
shortly before a celebration of the 1959 Cuban Revolution was about to begin and a
bombing of the Lincoln centre after the Cuban ballet had performed.
Japan indicts Bush as war criminal:
In early 1997, Bush was further indicted as a alleged war criminal by the Japanese
government. This was in response to the US decision to bar 16 Japanese citizens from the
USA for alleged war crimes committed during the second world war. A Japanese Foreign
Ministry spokesperson Hiroshi Hashimoto announced that 10 American's would be barred from
Japan for their "war crimes, crimes against humanity, and violations of human rights".
Top of the list was George Bush for "the murder of hundreds of thousands of innocent
civilians, including thousands of children, in attacks on Iraq and Panama" in 1990 and
1988. The other alleged war criminals were: General's Colin Powell and "Stormin" Norman
Schwarzkopf, former Presidents Ronald Reagan and Gerald Ford, and other US military and
government figures such as Colonel Oliver North, Henry Kissinger, Robert MacNamara, CIA
director John Deutch and Elliot Abrams.(5)
Accusation no 2: Echoes of Lockerbie - the bomb that blew up a Cuban airliner in 1976
But by far the most serious act of terrorism alleged against the CIA, when Bush was it's
chief, was the blowing up of a Cuban Airlines plane shortly after it took of from
Barbados on 6th October 1976. The attack, which was claimed by a then new Cuban exile
terrorist group called CORU, killed 73 people, including the entire Cuban Olympic
championship fencing team. (2)
Proof has recently emerged of the lengths that the CIA would go to carry out acts of
terrorism against civilian targets and, even more pertinently, how the agency was
prepared to fabricate evidence "providing irrevocable proof" that Cuba was responsible
for terrorist actions which they knew Cuba was not involved in. The Guardian reported the
existence of Operation Dirty Trick - a plan to blame Cuba for any mishap during John
Glenn's pioneering Earth orbit flight on February 20th 1962. This would be accomplished
by "manufacturing various pieces of evidence" which would "prove" electronic interference
by Cuba. This evidence was among 1500 pages of classified documents released by the
Assassination Records Review Board - the agency that oversees the release of papers
connected with the murder of President Kennedy in 1963.
In a March 1962, an U.S. army memorandum entitled Possible Actions to Provoke, Harass or
Disrupt Cuba suggested "downing a US plane and blaming it on Mr Castro", or showing
"convincingly that a Cuban aircraft has shot down a chartered civilian airliner". It also
proposed sinking a U.S. warship - and presumably killing their own servicemen - "which
could be blamed on Cuba". The CIA would use Cuban exile terrorists who would fly close to
the island to "distract local pilots with radio conversation's with the aim of causing
the crash".
The memo also proposed developing a strategy of tension with exile groups that involved a
plan to "sink a boatload of Cubans en route for Florida". This has the U.S. planning acts
of treason and piracy on the high seas as well as indiscriminate terrorist acts against
civilian airliners in it's ambition to remove the popular government of President Castro,
and replace it with the mobsters and autocrats who supported the Batista regime until the
revolution in 1959.(3)
Accusation no 3: involvement in the murder of Orlando Letelier and Ronni Moffitt in 1976
This is relevant because when Bush was CIA director, Salvador Allende's former ambassador
to the USA, Orlando Letelier and his assistant Ronni Moffitt were murdered on September
21st, 1976, when a remote-controlled bomb ripped apart Letelier's car as they drove down
Massachusetts Avenue, a stately section of Washington known as Embassy Row. Allende, the
world's first democratically elected Marxist President was ousted in a bloody CIA-backed
coup that lead to his assassination in 1973. The attack on Letelier was later attributed
to CORU.
Within four months of forming in 1976, CORU claimed to have killed 76 people in North and
South America, including Letelier. CORU were later described as a terrorist group which
had "the active support of the CIA". CORU members also had close links with Chile's
feared secret police, DINA, which was also implicated in the murder of Letelier. Two
Cuban exiles and a US citizen were later charged with Letelier's murder.(4) Many CORU
members served with the CIA's contra terrorist movement in Nicaragua.
Under George Bush, the CIA leaked a false report that not only cleared Chile's military
dictatorship - it pointed the FBI in the wrong direction. The bogus CIA assessment, was
spread through Newsweek magazine and other American media outlets, was planted despite
CIA's now admitted awareness at the time that Chile was participating in Operation
Condor, a cross-border campaign targeting political dissidents, and the CIA's own
suspicions that the Chilean junta was behind the terrorist bombing in Washington,
according to the author Robert Parry writing on the website consortiumnews.com.
In a 21-page report to Congress on September 18th 2000, the CIA officially acknowledged
for the first time that the mastermind of the terrorist attack, Chilean intelligence
chief Manuel Contreras, was a paid asset of the CIA. The new report was issued almost 24
years to the day after the murder Letelier and Moffitt. In the new report, the CIA also
acknowledged publicly for the first time that it consulted Contreras in October 1976
about the Letelier assassination. The report added that the CIA was aware of the alleged
Chilean government role in the murders and included that suspicion in an internal cable
the same month.
Bush, who is the father of the current of the current Rresident, if you could call him
a President - I think puppet is much more aphropo, has never explained his role in
putting out the false cover story that diverted attention away from the real terrorists.
Nor has Bush explained what he knew about the Chilean intelligence
operation in the weeks before Letelier and Moffitt were killed. In 1988, Parry said that
when the then-Vice President Bush was citing his CIA work as an important part of his
government experience, he submitted questions to him asking about his actions in the days
before and after the Letelier bombing. Bush's chief of staff, Craig Fuller, wrote back,
saying Bush "will have no comment on the specific issues raised in your letter."
Accusation no 3: knowledge of state terrorism in Italy
In February 2000, according to The Guardian (6), Bush may be called to give evidence in a
terrorism trial, amid claims that the "CIA knew of a rightwing bombing campaign in Italy
30 years ago". Four neo-fascist suspects are accused of planting a bomb in Milan on
December 12th 1969, killing 16 people. It is widely accepted that this bombing, and
subsequent attacks (like the Bologna railway massacre in 1980), were part of a "strategy
of tension" to destabilse the country and "reduce electoral support for the Communist
party". One of the suspects, Carlo Digilio is alleged, like his father, to have been a
CIA informant. An investigating judge, Guido Salvini said that:
American agents were responsible for promoting the strategy of tension, even though they
did not intervene directly but through orgainsations whose actions could not be traced to
them.
Apparently, a key issue in the trial is whether US agents were aware of preparations for
the bombing and "did nothing", or worse, as the newspaper noted, "they promoted it".
Thus, the court is to decide whether to call all the CIA heads from 1960 to the present,
including Bush, to testify. According to Puppet Masters: The Political Use of Terrorism
in Italy by Philip Willan (Constable, London, 1993), Bush is alleged to had a close
relationship with Lucio Gelli, the infamous head of the P2 masonic lodge. Gelli said in
an interview, in which he was careful to claim that he had only met Bush in 1981, not
when he was CIA director in 1976, that he once spent a whole week with George Bush at the
time of his inauguration as Vice President in 1981. Willan wonders:
"What could the two men, who had only just met, have discussed for an entire week ?"
Two years after Bush left the CIA, the Italian Prime Minister was murdered in May 1978,
ostensibly by the Red Brigades, and in September 1978, the Pope died in disputed
circumstances. Puppet Masters details how the first phase of state terrorism, which
lasted in Italy until 1974, was
"Characterized by right-wing terrorism and, in particluar, by
indiscriminate bombings against the public"
Willan shows how this strategy of tension was the result of secret NATO accords and was
"sanctioned at the highest level of the Atlantic Alliance" - something the CIA would have
been closely involved in. Thus, the reason why Bush could be called to give evidence in
Italy.
One thing that the Bush family is said to be worried about is the release of General
Manuel Noriega from jail in the USA. If this happens he could spill on the beans on the
CIA's links to the cocaine industry in Latin America that played such a vital role in the
arming and financing of the Contra terrorists in Nicaragua during the 1980's. Also, their
is the possibility that, at last, the CIA and ex-President Bush will be held to account
for the murder in Washington of Letelier and their support for the coup in Chile that
bought the fascist General Pinochet to power.
