The Israeli military (IAI & Bedek) and Mossad have operated "private" aircraft leasing and maintenance companies in the United States for many years. Commodore Aviation at Miami International Airport is just one of these companies. Here is the Commodore hangar in Miami in October 1992. Commodore left Miami in 2003 owing $800,000 in back rent. The Israeli-owned company changed its name to Empire Air Center when it relocated to the former Griffis Air Force Base in Rome, New York, where it now operates in a massive hangar in which B-52 bombers and tankers were once serviced. The Mossad-linked company received more than $26 million in state and federal government handouts to make the move to New York state.
That's free enterprise - Israeli style - in New York state.
