RON PAUL'S INTENTIONS ARE BOTH LAWFUL AND STRATEGICALLY CORRECT *PIC*

This concerns the referenced legislation proposed by Dr. Ron Paul in Congress:
There are very good reasons for the inclusion of Letters of Marque & Reprisal, which apply precisely to flagged vessels, either private or military, in the original Constitution.
Having been classically educated, many of the founding fathers understood that it was not precisely possible to have a Declaration of War against what were then considered to be "rogue elements" in the world, like the brigands of Tripoli. They knew that "pirate elements" did not always fly the Skull And Crossed Swords, or Bones, known as The Jolly Roger.
They also knew that some of the imperial powers of the day used secret agreements to form alliances with foreign front groups or rogue elements. They were not, for example, looking to start fights with the financial and military giants of Europe, but they were aware of the need to protect American shipping on the high seas.
After all, by 1760 about one third of all British merchantmen and some other ocean-going ships had been built in New England and that New England timber was also highly prized by others. So in separating from Mother England the patriots wanted their shipping dynasties to have some lawful protection on the high seas. Letters of Marque & Reprisal provides that venue and that protection. There's nothing stupid, venal or underhanded about using them in the modern world of stateless terrorist networks -- including homegrown conspiracies within the States -- whether composed of foreigners, gate-crashers or native born elements.
ALSO -- it is well to remember that the NSDAP had its own private army in the form of the brown-shirted 'stormtroopers,' in Germany ( acronym, SA ), and that the original form of the Schutzstaffel or SS was constructed as a protective detail or bodyguard for the NSDAP leaders. It started with a few hundred men, many not drawn from the SA, but strictly party fanatics.
By the end of the War For Greater Serbia, Part Two, the NSDAP party machine was effectively supporting and secondary to the SS military-industrial machinery, which was essentially similar to a rogue state operating within the lawful German government ( remember, the Nazi political machine came to power through elections ). It is not surprising then, that the SS chose to use the death's head insignia for their banner. Here's a snap from archival footage of "The Sorrow & The Pity", which covered the occupation of one specific town and its area in France during World War II, or the aforementioned war for Greater Serbia.
