Call me cynical - but whatever is planned for the USA, the ownership of the inner city of New Orleans changed hands.
28% lived at the federally defined poverty level. The area under water was generations-old shot-gun style blue collar homes. 4-6 weeks under water and it was condemned. The new law regarding eminent domain and private development displaced the current population. At what prices? Market prices, of course. Post-housing bubble deflationary prices...
I should not be in the least bit surprised to see this "process" repeated across the US. What happens to the displaced populations? What do you think all those new federal/FEMA camps were built for?
Out with the bad air and in with the worse. Darwinicists, you have nothing to fear but fear itself. And poverty. FDR's avatars are not so avuncular.
Consider the raft of base closures. Consider the situation on our southern border. Consider the condition of the Dollar. Consider the removal of National Guard/Army Reserves to Iraq and the recruitment of 30,000 foreign troops into the Northcom command.
Now, consider the possibility that Katrina was directed at NO, to cripple and close the oil facilities.

We must realize that we are in a de facto state of war, regardless of whether a "rogue" faction within our own government was the cause of the NO event or not, which looks now to be improbable.

To those who accept the weather war evidence but say nay and continue to point the dirty end of the stick at the Bush government, by adducing forewarning as evidence of premeditation, recall that at least three days advance warning was issued by the very unnatural behavior itself of Katrina. Astute observers saw it, so would have Washington.

The contrived disaster, Katrina, is a continuation of the stealth takeover by the 'fascist" US by internationalists via B'nai Brith/Zionist forces, as more "natural catastrophes" are contrived and more "aid" is offered.
This will complement the border chaos.
There is still the little problem of "pacifying" Islam, but Israel will fulfill its destiny as it is stoked into the "eye wall" of a ME maelstrom.
